The port of Pasaia is an agile, flexible and safe port. Its important freight traffic plays an important role in the economy of Gipuzkoa and its neighbouring territories.
But at the same time Pasaia was a port in which, as in so many others, its development was considered without taking into account urban needs. The growth of port, rail and road infrastructures led to the hardening and plugging of most of the bay’s environment. Pasaia with its rich history is part of our identity as a community. However, we cannot deny that time, along with not always fortunate decisions, have marked this entire environment with deep traces.
The port-city relationship became conflictive in terms of environmental protection, urban development, working conditions, or economic development.
Over time, the evolution in social attitudes regarding environmental issues, cultural heritage or quality of life has resulted in a strong desire for transformation in favor of abandoning certain areas and undertaking their process of reconversion.
Faced with an urban deficit of green areas and equipment, the citizens contemplated the deteriorated or underused surfaces, as a great opportunity to meet these needs, valuing and conserving at the same time the historical elements– patrimonial
Because economic activity could be maintained, and even grown, being compatible with the urban environment. This would allow us to address the deficit of green areas, parking problems, etc.
Obviously, port industrial functions entail inconveniences, especially environmental and landscape, but on the other hand these same activities are sources of employment and wealth that must be maintained.
The port enclosure should therefore address a process of landscape improvement, reduction of nuisance, accessibility and security for the population, preserving the elements of efficiency essential for the maintenance of its economic vocation.
Given that space, soil or territory is a limited asset and its management and use determine the possibilities for future development, the administrations should try to achieve coherence in the set of actions that were going to be carried out on it, with the collaboration of all the actors involved.
In short, an institutional and social consensus was needed around a strategic plan and a land use plan.
Today we celebrate the conclusion of a new milestone in this process of urban regeneration of our beloved port. A process that is an exceptional opportunity to revitalize and transform this landscape into a new modern, sustainable and attractive space.

Throughout the process of revitalization of the different spaces in the surroundings of the port of Passages, we have sought to generate new economic opportunities and create employment for our community.
