The delegate of the Government in Navarra, Alicia Echeverría, has presented the novelties of the plan "The Administration Near You", which this Wednesday begins a new phase in the Foral Community visiting the town of Falces. From time to time, sessions will be held “on demand” of the municipalities that have previously joined the program and the catalogue of procedures that will be carried out in person in each of these sessions has been significantly expanded.
To do this, as Echeverría has explained, it is necessary that the municipalities join the agreement signed in 2022 by the Spanish Federation of Municipalities and Provinces and the Ministry of Territorial Policy. So far, 48 Navarre municipalities have joined “The Administration Near You”, and the Government Delegation continues to work to expand that figure.
“From here I encourage the municipalities that have not yet signed the agreement to do so, because this clearly gains the citizenship, which will have access to more and better services without moving from their localities,” said the government delegate.
Alicia Echeverría has explained that another of the relevant novelties is the expansion of the catalogue of procedures that can be carried out in these sessions. In the first phase of the plan, these sessions were mainly informative and digital certificates and Cl@ves were also carried out. From now on, the number of services is expanded thanks to the protocols that the Ministry of Territorial Policy and Democratic Memory has signed with the General Directorate of Traffic, the National Institute of Social Security, the General Treasury of Social Security and the Public Service of State Employment. These agencies will send staff to the localities that request it to offer assistance and technical support in carrying out the procedures of their competence, and to report on their citizen care channels or on their digital tools.
In this way, the residents of the acceded localities will communicate in their municipalities the procedures they wish to carry out, which in turn will be transferred to the Government Delegation. From there, a session of “The Administration Near You” will be organized in the requesting locality in which the formalities previously communicated will be carried out and information of different types will be offered to the attendees.
Also as a novelty, this program has been extended both to municipalities with more than 8,000 inhabitants that do not have services of the General Administration of the State, and to certain groups or people that are considered of special interest.
As the delegate of the Government explained, it is all about “continuing to decentralize the General Administration of the State, bringing it closer to the citizens and avoiding displacements, while promoting territorial cohesion and the digital formation of population of all ages”.
The Origins of Administration Near You
“The Administration Near You” was launched as a pilot program in November 2022 by the then ministries of Territorial Policy and Economic Affairs and Digital Transformation. The objective was to bring the General Administration of the State closer to the municipalities of between 500 and 8,000 inhabitants, in which informative sessions were held on the identification and digital signature systems, on the citizen folder, or the different electronic headquarters of the General Administration of the State and its agencies. Digital certificates and Cl@ves were also processed.
In the case of Navarre, between November 2022 and March 2024, 177 sessions of “The Administration Near You” were held, attended by more than 1,700 people. 1,100 permanent keys and 183 digital certificates were registered.
