The second paragraph of the Order of 14 March 1988, in the wording given by Order ECD/3005/2002 of 16 December (Official State Gazette of 28 December), a rule issued in the development of Royal Decree 104/1988 of 29 January, on the validation and homologation of foreign degrees and studies of non-university education, establishes that the validation shall not proceed to carry out studies at any level, course or modality of the Spanish educational system for which access is not a prerequisite to obtaining the degree of Graduate in Secondary Education.
Taking into account the above, in order not to harm those who, having passed the age of compulsory schooling, find it problematic to accredit their level of studies for access to certain jobs, on September 2, 2004, the General Technical Secretariat of the Ministry of Education, Culture and Sport issued Instructions that allow the obtaining of a certificate that implies the recognition that their holder has carried out studies in foreign educational systems comparable, in years of schooling, to those required in Spain for the 2nd or 3rd courses of compulsory secondary education (eight or nine academic courses, respectively).
