The Council of Ministers has approved a Royal Decree that regulates the granting of subsidies, for reasons of public interest, social and humanitarian justice, in favor of certain entities, associations and foundations for activities related to the promotion, promotion and dissemination of the Democratic Memory and the moral recognition of the victims of the Spanish War and the dictatorship, for a total amount of 970,000 euros. Among the beneficiary entities are the City of Morata de Tajuña, for the Museum of the Battle of the Jarama, for the amount of 50,000 euros, or the Ateneo de Madrid, for the development of its activities of promotion and dissemination of democratic memory, within the project “The Ateneo en la Memoria”, for the amount of 300,000 euros.
They complete the list of beneficiary entities:
- Provincial Council of Cuenca to develop an interpretation center of the Anti-Francoist Guerrilla, in the amount of 100,000 euros.
- Cabildo Insular of Fuerteventura, for the musealization of the Penitentiary Colony of Tefía, for the amount of 100,000 euros.
- Pedro Zerolo Foundation, for the recovery, promotion and dissemination of the historical memory of LGTBI+ people, for the amount of 155,000 euros.
- Fundación Juan Negrín, for the development of its activities of promotion, dissemination and knowledge of democratic memory, for the amount of 25,000 euros.
- The Amical of Mauthausen and other camps and of all the victims of Nazism in Spain, for the commemoration of the 80th anniversary of the liberation of the Nazi concentration and extermination camps, through dissemination and trips with schoolchildren who were deported Spanish Republicans, for the amount of 100,000 euros.
- Lleida City Council for the program Right to the recovery of the Democratic Memory and the interpretation center of the Spanish War (1936-1939), for the amount of 30,000 euros.
- City of Gernika-Lumo for signage and dissemination of the milestones contemplated in the declaration of place of democratic memory, for the amount of 30,000 euros.
- Gregorio Fish-Barba Foundation for the dissemination and promotion of democratic memory in the academic and educational fields, for the amount of 80,000 euros.
The decision to grant each grant shall determine the actions to be carried out by each beneficiary entity, including the following actions:
- Promotional activities for the recovery of the Democratic Memory and moral recognition of victims of the Spanish War and dictatorship.
- Dissemination and commemoration activities for the remembrance and recovery of the Democratic Memory and the moral recognition of the victims of the Spanish War and dictatorship.
- Actividades de pedagogía, educación, transferencia del conocimiento e investigación en Memoria Democrática en diversos ámbitos como el académico, educativo, minorías represaliadas, como el colectivo LGTBI+.
- Museum activities aimed at creating, maintaining or implementing interpretation centres aimed at the knowledge and dissemination of the historical and democratic memory in general and of historical events in each centre in particular, such as the workers’ prison colonies (where people belonging to the LGTBI+ group were largely imprisoned) or the Morata Museum in Tajuña, dedicated in part to the Battle of the Jarama or the Guerrilla Centre, in which various activities will be carried out to promote memory and will also dedicate itself to exposing in detail the role of the AGLA guerrilla in the Spanish War and in the subsequent dictatorship.
These grants are compatible with other grants, aid or resources from other public or private administrations or bodies, the EU and international bodies, provided that the sum of the contributions, including that regulated in this royal decree, does not exceed the total cost of the activity.
Democratic Memory Law
Law 20/2022, on Democratic Memory (LMD), aims at the recovery, safeguarding and dissemination of Democratic Memory, understood as knowledge of the claim and defense of democratic values and fundamental rights and freedoms throughout the contemporary history of Spain, in order to promote cohesion and solidarity between the various generations around constitutional principles, values and freedoms.
It is also the object of the Law, the recognition of those who suffered persecution or violence, for political, ideological, thought or opinion, religious conscience or belief, sexual orientation and identity, during the period between the coup d’état of July 18, 1936, the Spanish War and the Franco dictatorship until the entry into force of the Spanish Constitution of 1978, as well as promoting their moral reparation and the recovery of their personal, family and collective memory, adopting complementary measures aimed at suppressing elements of division between citizenship and promoting ties of union around constitutional values, principles and rights.
In order to promote the dissemination of the values and knowledge of the Democratic Memory, article 48 of the LMD states that the planning, organization of activities aimed at the dissemination and knowledge of the main milestones of our democratic history will be promoted. Among the functions entrusted to the Ministry of Territorial Policy and Democratic Memory is the promotion, in collaboration with the various public administrations, of information, dissemination and training actions on Democratic Memory.
As for the subsidies granted today to EELL, another of the strategic objectives is fulfilled: to respond from the Government of Spain to the legitimate and fair claims of family members and memorialist entities to dignify the memory of the disappeared persons and develop actions that promote the knowledge of the truth and disseminate the Democratic Memory
