Transportes sets the conditions for the sale and use of free multi-tour titles for state bus lines

December 29, 2023.- The Ministry of Transport and Sustainable Mobility has published today the resolution that establishes the conditions to introduce free bus lines of state ownership throughout the year 2024. Specifically, the Ministry creates a multi-trip title for each of the origins and destinations of all bus concessions, which will be free for regular travelers, in line with the system established in 2023.
The measure, included in Royal Decree-Law 8/2023 of 27 December, seeks to encourage the use of collective public transport and thus accelerate the change to healthier, safer and sustainable mobility, contributing to reduce polluting emissions and guaranteeing the accessibility and affordability of transport. All this in a context marked by uncertainty in the evolution of energy prices due to the conflict in Ukraine and the Middle East and overcoming the effects of the COVID-19 crisis and the high increase in inflation.
The conditions
The resolution establishes the conditions for the recurrence, sale and use, validity and expiration of multi-travel titles, in addition to the obligations to be fulfilled by the concessionaires of the State-owned bus lines to establish the gratuitousness of the services.
In this sense, with a view to 2024, the specific multi-travel titles for each origin-destination will be maintained with a validity of four months, corresponding to each natural semester of the year. Thus, a title valid until April 30 will continue to be available to users, another valid until August 31 and a third valid until December 31.
General conditions of use and acquisition:
• A different title for each origin-destination (route)
• Valid for unlimited travel on the same journey
• The client will pay a deposit depending on the origin-destination to acquire the multi-trip title, which will be refunded if the minimum established recurrence of 16 trips is reached in the four months of validity of each title.
• Trips must be formalized on a regular basis.
• The multi-trip title deposit is established for each regular public transport service route depending on the journey of the traveler and the ticket price:
- 20 euros deposit on trips with ticket price up to 5,00
- euros.
- 35 euros of bail on trips with ticket price between 5.01 and 13.00 euros.
- 50 euros of bail on trips with ticket price between 13.01 and 25.00 euros.
- 65 euros of bail for journeys with ticket price higher than 25.00 euros.
• The deposit for each subscription will be refunded as long as the conditions indicated are met. In case of failure to comply with the minimum travel, the amount of the deposit will be considered as compensation and will not be returned to the traveler
• The Large Family discount may be applied exclusively to the amount of the deposit.
The free titles will be acquired in the sales channels of the different concessionary companies of the state-owned bus lines (the service providers) and these will be personal, so for their issuance, the DNI, Foreigner Identification Number (NIE) or passport will be recorded, as well as the mobile phone or email. For minors without a ID, the date of birth will be required.
Once the users have registered in the place that enables each concessionaire company of the service that serves the specific origin-destination, it will issue a unique personalized code (in QR and/or alphanumeric format) to obtain the titles.
To avoid the irregular use of multi-travel titles, users must comply with the following conditions:
• The title will be personal and non-transferable.
• For each period of validity (every four months) only the acquisition of a single multi-trip title per person, and origin and destination will be allowed.
• It will be impossible to formalize more than one round trip per day, unless it has been previously canceled.
• It will be impossible to formalize trips on consecutive expeditions with a time less than three times the time of the outbound journey.
• In the case of minors, the multi-travel certificate will be formalized for the minor covered by the ID, NIE or passport of the parent/guardian.
• It will be considered improper use not to cancel a formalized and not made trip with a minimum of 24 hours in advance.
The concessionaire company will be able to reduce this time limit on short-term journeys in which the majority of journeys are subject to compulsory mobility. The change of ticket on this type of route will not be considered inappropriate use
• The use of a ticket by a person other than the holder of the multi-travel certificate shall be considered inappropriate use.
If the concessionaire company detects an inappropriate use of the multi-trip certificates on three occasions in each period of validity, the certificate and the deposit will be withdrawn. Previously, the company will warn by SMS message to the mobile phone or registered email of the possible consequences of its action.
Thus, the user will not be able to repurchase a bonus ticket for any origin-destination of the same contract until the end of its term of validity.
