The National Police dismantles a business plot and investigates 100 people for Social Security fraud and documentary falsehood in the framework of the ORAP operation
Police action against Social Security fraud and documentary falsehood
December 19, 2023.- The National Police has dismantled a business plot and investigated 100 people for Social Security fraud and documentary falsehood within the framework of the ORAP operation. The investigation began on November 24, 2022, following the communication made by the Public Service of State Employment (SEPE) of Segovia.
The SEPE, as a result of the analysis made in the applications for unemployment benefit it receives, was able to detect a large number of applicants for unemployment benefit. They were workers who had previously been hired by the same employer, either for a short number of days or for the time necessary to be able to obtain unemployment benefit in both cases.
Once the information was received by the investigation group of the Provincial Brigade of Foreigners and Borders, and after a detailed analysis of the facts, it was possible to determine the possible criminal commission. In this way, an investigation was initiated jointly with the Segovia Labour Inspectorate and the active collaboration of the SEPE.
The research focused on verifying the business activity, continuing the following documentary and operational lines of research: type of contracts made, detailed documentary analysis of the documentation of interest for the research, verification of company headquarters, contracts made, patrimonial information, as well as the form of contracting and declarations of third parties among others...
As a result, it was possible to verify:
- The creation would be falsified by the alleged entrepreneur of several companies, with the sole purpose of defrauding Social Security.
- The lack of business activity.
- The creation of up to four different forms of defraudation, attending to the needs of false workers to be able to obtain unemployment benefit.
- The criminal continuity carried out by the entrepreneur during the last years.
- The continued and false hiring of up to 100 people, without any work activity and with the sole purpose of being able to obtain the unemployment benefit.
- The payment of cash amounts for the simulation of these works.
- The preparation of false invoices to justify the contracts made.
- The fraud committed by those investigated reaches more than 386,000 euros.
All the lines of documentary and operational research carried out have achieved the complete clarification of the criminal acts and the identification of all their authors.
As a result, seven investigators have been arrested, including the businessman and head of the plot.
93 people have been identified as perpetrators of the criminal commission.
The proceedings are still open and no further arrests are ruled out.
The investigation has been carried out by the Provincial Brigade of Foreigners and Borders of Segovia.
The police report prepared together with the detainees and other persons under investigation was sent to Examining Court 1 in Cuéllar.
