September 18, 2023.- The Ministry of Transport, Mobility and Urban Agenda (Mitma) has litigated for 9,970,503.64 euros (VAT included) the contract of works for the conditioning, improvement and humanization of the crossing of the ZA-20 road, between the points kilometers 0 and 2.8 located on Avenida Cardenal Cisneros in the city of Zamora. The corresponding announcement was published in the Official State Gazette (BOE) dated September 15.
The crossing where we will act presents two differentiated zones, a first one of relatively recent development, with some nucleus of homes and commercial zones, which begins in the roundabout of intersection with the ZA-11 at kilometer point 0 of the ZA-20 and ends at 1.245, at the intersection with Calle Carretera de la Estacion, zone where the nucleus of population and the homes themselves begin.
This stretch is currently constituted by a platform of two elevations with two lanes of 3.5 meters per direction, separated by a medium landscaped, presenting external arches of 2.5 meters in width and interior arches of 1 meter. The outer margins of the platform feature pedestrian sidewalks.
The second stretch constitutes the purely urban area, of about 1,500 meters in length that is generally constituted by a platform of two roads with two lanes of 3.5 meters per direction, separated by a medium also landscaped, presenting arcenes of 0.5 meters in width. This stretch begins at kilometre point 1,245 at the intersection with Calle Carretera de la Estacion, where the houses begin, and ends at kilometre point 2,8 approximately, at the beginning of the bridge over the River Douro, area where the city ends.
The humanization project has two basic aims:
- Promote the mobility of pedestrians and cyclists, and other new forms of mobility.
- Reduce spaces dedicated to cars and slow down their speed (reduce emissions to the atmosphere such as noise pollution).
The humanization of this stretch of avenue implies its subsequent cession to the city of Zamora, which will become the new responsible for its conservation and maintenance as the owner of the road, in accordance with the current regulations establishing the framework for the conclusion of agreements for the delivery to the city councils of urban roads of the state network.
Performance characteristics
The specific actions included in the humanization project are as follows:
- Creation of bike lanes along the entire stretch (2.8 km).
- Conversion of the first section that has an urban motorway section into an urban boulevard (1.2 km).
- Reduction of the width of vehicle circulation lanes to calm traffic.
- Conversion of 7 conventional intersections or with split roundabouts into complete roundabouts.
- Renovation of the sidewalk, taped with curbs and urban furniture.
- Renovation of landscaped and wooded areas.
- Replacement of the pavement of the roadway and service roads.
- Renovation of public and traffic lights.
- Replacement of affected services and other complementary works.
The project will be funded from NextGenerationEU funds under the Voyage Humanisation Programme of the Recovery, Transformation and Resilience Plan (PRTR), which plans to invest €105 million (VAT not included) to promote a more sustainable, inclusive and accessible urban environment.
