The Ministry of Housing and Urban Agenda will strengthen with 90 million euros the autonomous communities that have declared residential market zones tensioned so that they can increase the supply of affordable housing. In particular, the direct subsidies will be to facilitate access to housing in the 317 municipalities of Catalonia, Euskadi, Navarra, Galicia and Asturias, which have declared areas of tensioned residential market.
In particular, it is planned to allocate to Asturias a total of 2,958,594 euros For the stressed areas declared in 5 municipalities of the Autonomous Community.
The objective of this state aid is to contribute to increasing the supply of affordable housing to reduce rental prices in these areas, in collaboration with the corresponding administrations. This was announced on Wednesday by the Minister of Housing and Urban Agenda, Isabel Rodríguez, during her visit to the Navarre town of Lekunberri, where she has visited a residential complex with more than 30 homes of CASA 47 destined for affordable rent. “Declaring a tense zone is not about having a party, it’s about acknowledging a problem and making decisions. The first is to freeze the rental price. But it also involves an effort to mobilize and build housing by all administrations,” said the minister. “We are going to accompany municipalities and autonomies in that response with these 90 million euros that will serve to promote and build more public housing, to rehabilitate housing and dedicate it to affordable rent, to acquire land from municipalities or individuals and be able to build on them, to develop and urbanize land or for public administrations to buy housing,” added Isabel Rodríguez.
Since this Wednesday, the draft of the royal decree regulating these subsidies is subject to the hearing and public information on the ministry's website, prior to its subsequent approval by the Council of Ministers. Increase the supply of affordable housing The objective of these subsidies - provided for in article 18.5 of the law for the right to housing - is to contribute to the development of the specific plans designed by the autonomous communities so that each of the areas of tensioned residential market can correct the special imbalances that hinder access to housing. The draft royal decree details that the autonomous communities must apply the subsidies to the actions indicated by Minister Isabel Rodríguez. In general, it is established that they can be used for any of the aid regulated in chapters II and III of the State Housing Plan 2026-2030 (to increase the supply of affordable housing and for urban and rural rehabilitation, accessibility and renovation).
Criteria for distribution
The maximum amounts of subsidies will be paid from the budget of the Ministry of Housing and Urban Agenda for 2026. Specifically, under the heading called “To autonomous communities. Tensioned residential market areas”. For the distribution of the total of 90 million among the five autonomous communities with tensioned residential market areas, two factors have been taken into account: —The population residing in the affected areas.
—The percentage of households in a situation of overexertion in the rental payment (taking into account the percentage of homes for rent in the Autonomous Community that allocates more than 40% of the net income of the household to the payment of the rental of the habitual housing). For the distribution, a weighting of 80% is attributed to the population living in tensioned residential market areas of the autonomous community and 20% to the percentage of households in a situation of overeffort in the payment of rent.
