Since the beginning of the 15th Legislature, the Ministry of Territorial Policy and Democratic Memory has reached a total of 52 final agreements with the autonomous communities, in rules on which there were competitive discrepancies, which have avoided constitutional remedies. These are data that the minister, Ángel Víctor Torres, has transferred today within the framework of the Inter-Ministerial Commission for the Coordination of the Peripheral Administration of the State (CICAPE), which is held in Córdoba, with the participation of government delegates in the autonomous communities and cities, and the under-secretaries and under-secretaries of the ministerial departments.
The last agreements reached were this year 2025, two in February, with Asturias, and its Law 2/2024, on Demographic Impulse, and with the Valencian Community, with Decree-Law 7/2024 on administrative simplification of the Generalitat. And an agreement in January with Aragon, and its Law 4/2024, of the Civil Protection System and Emergency Management.
This year’s agreements, like those achieved previously, were reached by opening a negotiation process promoted by the Ministry of Territorial Policy and Democratic Memory in the bilateral cooperation commissions, through article 33.2 of the Organic Law of the Constitutional Court, an instrument legally authorized for collaboration with the autonomous communities.
The Ministry of Territorial Policy and Democratic Memory always promotes the path of dialogue and will continue to do so, with the aim of exhausting all possible means, within the cooperation with the autonomous communities, to minimize conflict and avoid resources of unconstitutionality through consensus and agreement.
CICAPE
The Minister of Territorial Policy has today presided over a new session of the Interministerial Commission for the Coordination of the Peripheral Administration of the State, whose second session had to be suspended on October 29, the date on which the DANA occurred that devastated the province of València and municipalities of Castilla-La Mancha and Andalusia.
In the meeting on Wednesday, the main lines of the Strategic Plan to improve the services of AGE 2024/2027 in the territory, presented by the minister in the previous call, with 233 measures to consolidate the Government delegations as the representation of the AGE in the territory, and as a door always open to citizens, in any point of the national territory.
Torres, in addition, wanted to thank the public employees for their involvement in government delegations: “They have always given the stature, but even more so after the Dana, where they have shown an impeccable dedication to getting the help to the people affected as soon as possible.”
