The Ministry of Territorial Policy and Public Function, through the Institute for the Evaluation of Public Policies, opens public consultation on the draft law on the institutionalization of public policy evaluation in the General Administration of the State (AGE), with the aim of obtaining the opinion of the citizens, associations and interested organizations on the timeliness of the rule, its objectives, the problems it can solve and also alternatives to it, both regulatory and non-regulatory.
The consultation, with its previous considerations, has been published in the space intended for citizen participation of the web portal of the Ministry of Territorial Policy and Public Function (www.mptfp.gob.es) and will be open for consultation for one month, until the next 17 June. In addition, a specific email has been enabled to receive the proposals.
Initiative objective
This initiative aims to promote the institutionalization of public policy evaluation as a tool for improving, accountability and transparency of the action of the AGE and its public agencies, through the formalization and systematization of evaluation practices, the promotion of the evaluation culture and the institutional organization of evaluation.
The challenge of tackling with maximum transparency and efficiency the use of the resources from the Next Generation Mechanism and the Recovery, Transformation and Resilience Plan requires the strengthening, at all levels, of the tools of democratic impulse such as the evaluation of public policies.
In Spain, so far, there is no common integrative framework that allows to provide the tools and basic elements to promote a comprehensive policy of evaluation of public policies.
The adoption of the Act is part of the Strategy for Strengthening the Public Evaluation System in Public Administrations. This strategy is one of eight actions of the Reform for the Modernization and Digitalization of the Administration of Component 11 of the Recovery, Transformation and Resilience Plan dedicated to the development of the policy lever IV, “An Administration for the 21st century”.
