Carolina Darias has clarified, in response to a question from Euskal Herria Bildu, that the autonomous competences “have been and are being exercised” by the autonomous communities under the competent authority.
The head of Territorial Policy and Public Service explained in the control session to the Government that the assumption of competences by the central Government is inherent to the current state of alarm.
