The Spanish Federation of Municipalities and Provinces (FEMP) has published the call for financial aid for municipalities to carry out actions related to democratic memory. This aid is based on the subsidy of 750,000 euros granted to the FEMP by the Ministry of the Presidency, Relations with the Courts and Democratic Memory and which has as its destination actions related to the recovery of democratic memory.

This initiative is part of the actions promoted by the Secretary of State for Democratic Memory in which the municipalities, as part of the structure of the administration of the State, play a fundamental role for the promotion of the values of democratic memory.
The call published by the FEMP states that "this grant is intended to finance the actions carried out by the municipalities in order to investigate, locate, exhumate and identify missing persons in graves of the civil war and Franco's regime". For these actions to be eligible, they must be developed and concluded in accordance with the provisions of the Protocol on Exhumation of Victims of Civil War and Dictatorship, published by the BOE on September 27, 2011, as well as with the specific regulations of the respective Autonomous Community that has legislated on this matter.
The maximum amount of the subsidy for each of the actions will be 60,000 euros and priority will be given to access to the subsidy for actions in large graves with numerous victims; those in places not allowed for burials, such as clandestine graves in ditches and fields and graves that are at risk of disappearance. Likewise, proposals for exhumations that have the necessary permits and authorizations to carry out the corresponding actions or present advanced procedures at the level of administrative procedures will be considered a priority.
As established in the call for proposals of the FEMP, which also establishes the expenses that may be eligible for funding, applications for grants must have access to the FEMP Registry before 00:00 hours on November 26, 2020.
Following the guidelines indicated by the Ministry of the Presidency, Relations with the Courts and Democratic Memory, with the requests received the FEMP will draw up a Democratic Memory Recovery Plan, which will be forwarded to this Ministry for approval. Once the Plan has been approved, the FEMP will inform the City Councils of the inclusion or exclusion of its proposal in the Plan and, in the first case, the amount of the subsidy and the commitments acquired by the City Council with the acceptance of the same.
