This morning, the signing of the new collaboration protocols for police care for women in contexts of gender violence in the municipalities of Navarre took place in the Government Delegation in Navarre Alsasua/Altsasu, Cintruénigo, Estella-Lizarra, San Adrián, Tafalla and Valle de Egüés/Eguesibar. Protocols that have been signed by the heads of the municipal police of each locality, as well as by representatives of the National Police, Civil Guard and Foral Police.
The event was attended by the Government delegate in Navarre, Alicia Echeverría Jaime, and the head of the Violence against Women Coordination Unit of the Government Delegation, Estrella Lamadrid.
The signing of these protocols, which replace those signed previously with each of the municipalities and by which they were incorporated into the Comprehensive Monitoring System in Cases of Gender Violence (VioGén), is justified by the need to adapt its text to the relevant legislative modifications, especially to the new Instruction of the Secretary of State for Security number 1/2025 that establishes a new Protocol for the assessment and police management of the level of risk of gender violence and monitoring of cases through the VioGén-2 System.
These new protocols will allow local police to continue accessing the VioGén System, a tool for coordination and up-to-date information between the different security forces for the monitoring and individualized evaluation of women victims of gender violence.
In addition, the agreements regulating the incorporation of each of the municipal police forces into the VioGén system, signed between the State Secretariat for Security of the Ministry of the Interior and their respective municipalities, have been renewed in order to adapt them to Instruction No. 1/2025.
About VioGén
The Comprehensive Monitoring System for Cases of Gender Violence is a computer tool that the Ministry of the Interior launched in 2007. The objective was to create a network that would allow the rapid, comprehensive and effective monitoring and protection of each woman and the children in her care in any part of the national territory. It is a database that gathers all the information about the victims in order to carry out an assessment of the objective risk of suffering further attacks and adopt the appropriate protection measures.

Active cases in Navarra
As of December 15, there are 2,134 active cases in VioGén in Navarre, corresponding to 2,070 victims and 2,083 victims. Of these active cases, 136 affect minors at risk.
In terms of risk levels, the system includes 2 cases of extreme risk, 27 cases of high risk, 315 cases of medium risk, and 1,790 cases of low risk.
