RECOGNITION OF SIGNATURES OF DEGREES AND CERTIFICATES OF OFFICIAL SPANISH HIGHER EDUCATION STUDIES THAT HAVE TO TAKE EFFECT ABROAD
1.INFORMACION GENERAL
In the High Inspection Area of Education of the Delegation of the Government of Murcia, the signatures of academic documents corresponding to official university studies that have to take effect abroad are verified, as a procedure prior to the legalization of said documents by the corresponding Ministry in each case, Justice or Foreign.

The interested parties must submit together with the normalized application, the corresponding academic documentation. It is important to indicate in the request the contact telephone number and the e-mail.
Only applications submitted in the registers indicated in article 16 of Law 39/2015, of 1 October, on the common administrative procedure of public administrations will be admitted.
If another person is authorized, it must be accredited by means of the corresponding original authorization, accompanied by photocopies of the identity documents of the authorizing and authorized person.
3. LIST OF ACADEMIC DOCUMENTS TO WHICH THE SIGNATURE CAN BE RECOGNIZED, ACCORDING TO REGULATIONS
- OFFICIAL UNIVERSITY DEGREES and valid throughout the national territory, issued by the Rectors of the Universities.
- SUPPLEMENTARY CERTIFICATES OF SAID TITLES (these certificates have a validity of one year from their issuance).
- POSTGRADUATE AND HIGHER EDUCATION DEGREES, ISSUED BY THE MINISTRY OF UNIVERSITIES.
- DEGREES OF SPECIALISTS IN SPANISH HEALTH SCIENCES OR OF THE REPLACEMENT CERTIFICATES THEREOF, issued by the Degree Service of the Ministry of Universities. The Orders of Concession/Appointment of Health Specialties are not legalized.
- OFFICIAL ACADEMIC CERTIFICATIONS OF STUDIES LEADING TO THE OBTAINING OF OFFICIAL UNIVERSITY DEGREES. Only when they certify the completion of the study and contain the qualifications of the entire degree. The registration certificates are not subject to recognition.
- CERTIFICATIONS ISSUED AT THE MINISTRY OF EDUCATION ATTESTING TO THE FULFILMENT OF THE CONDITIONS OF QUALIFICATION REQUIRED BY DIRECTIVES OF THE COUNCIL OF THE EUROPEAN COMMUNITIES
- EUROPEAN TITLE SUPPLEMENT.
- PEDAGOGICAL APTITUDE CERTIFICATE (CAP).
- ADVANCED STUDIES CERTIFICATE (DEA), according to the R.D. 778/89. The teaching certificate will also be legalized.
HOMOLOGATION CREDENTIALS ARE NOT LEGALIZED, AS THEY ONLY APPLY TO SPAIN.
IMPORTANT NOTE: In the event that the recognition of signature of a title is requested that is not signed by the original by the owner of the same, this authorization must be accredited by means of a power of attorney.
4. FILING REQUIREMENTS
- The documents will always be original, written in Spanish or bilingual text.
- Academic certifications must be signed with a handwritten or digital signature and with an indication of the position and full name.
- Certificates issued and signed with an ELECTRONIC ORGAN SEAL are considered equally valid, in accordance with the provisions of article 42 of Law 40/2015, of October 1, of the Legal Regime of the Public Sector.
No rubrics signed by Order, Absence or Authorization will be recognized.
5. AFTER SIGNATURE RECOGNITION
Once the recognition or verification of the signatures of the documents has been carried out in the High Inspection of Education, they must be legalized according to the country of destination:
- Documents for signatory countries of the Hague Convention. They should be directed to:

- Organs of the Administration of Justice. (Palace of Justice, 5th plant-Secretariat- Paseo Garay, 7- Murcia). Tlf: 968-229100
- Documents to be effective in Countries not signatories to the Hague Convention, should be directed to:

In addition, in this case, it is necessary to recognize the previous signatures in the Diplomatic or Consular representation in Spain of the country where the document should be effective.
