October 15, 2024.- The Council of Ministers approved on Tuesday, at the proposal of the Ministry of Health, the distribution of 1,356,816 euros to the Region of Murcia, for the development of health cohesion policies and continued training in the rational use of the drug.
To this item are added in the Region of Murcia 57,129 euros for the National Bone Marrow Donation Plan and the National Umbilical Cord Blood Plan (SCU), and another 5,181 euros for the Quality and Safety Framework Program for the procurement and transplantation of human organs.
These funds come from pharmaceutical contributions by volume of sales, a percentage that is applied to pharmaceutical laboratories on the sales of medicines that are financed from public funds, of which today the Council of Ministers has approved the distribution of a total of 44,194,497 euros, between the communities and the autonomous cities of Ceuta and Melilla -these through the National Institute of Health Management (INGESA)-.
Distribution of funds for all CCAA regional
Of these 44 million, the majority (41,553,067 euros) will go to the CCAA, with a fixed amount distributed for each Autonomous Community and INGESA and the rest will be distributed proportionally to the size of the population of each Autonomous Community, according to the INE census of 2023.
The second item is Euro2,141,430 for the National Bone Marrow Donation Plan and the National Umbilical Cord Blood Plan, which will be transferred to the CCAA and INGESA to fund donor information, donation promotion, donor typing, center accreditation and Umbilical Cord Blood typing.
To these two items are added 200,000 euros for the development of the Quality and Safety Framework Programme for the procurement and transplantation of organs, in all the CCAA.
In turn, the cities of Ceuta and Melilla will receive 300,000 euros through INGESA, for all kinds of expenses necessary for the development of policies of health cohesion and continued training in the rational use of medicines (with the same programs as for the CCAA regional) and for the development of the National Plan of Bone Marrow Donation as health strategy of the Quality Plan of the SNS and the National Plan of SCU.
Investment objectives
These items can be used to finance various public health programmes, with the aim of improving health cohesion and the rational use of medicines. These programs include:
- Training: Ongoing training programs for doctors, dentists, pharmacists and nurses on topics such as the rational use of medicines, resistance to antibiotics, and evaluation of medicines and health technologies.
- Pharmaceutical care: Programs to improve quality and safety in the care of patients with chronic diseases, polymedicated diseases, or with complex needs. There will also be funding for unnecessary drug prescribing, health promotion, and disease prevention programs.
- Innovation: The development of electronic prescription, information systems for prescription, and consolidation of reports on the therapeutic positioning of medicines will be promoted.
- Security: Pharmacovigilance programmes, measures to reduce resistance to antibiotics, and programmes to ensure access to therapies with a high health impact will be funded.
- National plans: Part of the funds will go to the National Bone Marrow Donation Plan and the National Umbilical Cord Blood Plan.
