Madrid, October 10, 2023. The Ministry of Health has already distributed to the autonomous communities 54.4 million euros in charge of the Mental Health Action Plan 2022-2024, endowed with 100 million euros. Specifically, Health has made effective transfers worth 16 million for the 2022 financial year and 38.5 million for 2023, which account for more than half of the plan’s funds.
To these transfers is added the budget that the Ministry allocates directly to the Line 024 of attention to suicidal behavior, which has attended more than 158,000 calls in its first year and a half of service.
The Mental Health Plan 2022-2024 develops the Mental Health Strategy of the National Health System, updated in 2021 after twelve years without renewal. With this tool, the Ministry of Health seeks to improve the emotional well-being of the population at the hand of the autonomous communities, comprehensively attend to people with mental health problems, support their families and promote a model of comprehensive and community care that favors recovery and social integration.
The distribution of funds for each financial year has been agreed by the CCAA in the Interterritorial Council of the National Health System (CISNS) and approved in the Council of Ministers.
Improving mental health care is a priority for the Government of Spain. In order to establish mechanisms for the prevention of suicide, the Government of Spain, through the Ministry of Health, has launched 024, a telephone line to help people with thoughts, ideas or risk of suicidal behavior, and their relatives and relatives. This service seeks emotional containment through active listening by professionals and leads to 112 in cases where an emergency situation is perceived.
The 024 is a nationwide service (accessible from all over the national territory), free, confidential and available 24 hours a day, 365 days a year.
Through the current Mental Health Action Plan and the distribution of funds to the autonomous communities, the Ministry of Health finances priority actions such as the strengthening of human resources, comprehensive care, the fight against stigmatization; prevention, early detection and attention to suicidal behavior; and addressing mental health problems in contexts of greater vulnerability.
