- The funds, approved in Sectorial Conference and published yesterday the BOE, also contemplate actions of training, improvement and mobility of teachers and the development of actions of Quality in the Vocational Training system
July 4, 2023. The Ministry of Education and Vocational Training will allocate 13,704,362.43 euros to the Region of Murcia for the modernization of Vocational Training, the creation of digital Training Centers, the development of training actions, improvement and mobility of teachers and the development of Quality actions in the Vocational Training system, as stated in the Official State Gazette of July 3.
The BOE publishes the Agreement of the Sectoral Conference on Education of 7 June 2023, approving the proposal for territorial distribution and the criteria for the distribution of credits managed by autonomous communities for the Plan for the Modernization of Vocational Training, from the budget of the Ministry of Education and Vocational Training 2023 and within the framework of component 20 "Strategic Plan for the Promotion of Vocational Training", of the Plan for Recovery, Transformation and Resilience.
Thus, the Autonomous Community will receive 11,654,000.00 euros for the Plan for the Modernization of Vocational Training, whose mission is to create an ecosystem of economic relaunch from the commitment to human capital and talent, and guarantee vocational training and qualification to the entire population, from students of the Vocational Training teachings of the educational system to the active population. The proposal is to turn Vocational Training into a lever for reconstruction through three steps:
1. Recognition and accreditation of professional competences.
2. Improved accessibility to vocational training and career guidance services.
3. Incorporation of digitalization, innovation and entrepreneurship in the Vocational Training system
The actions of this Plan for vocational training have been included in the Recovery, Transformation and Resilience Plan of the Spanish economy (“Spain Can”), a key instrument of the EU to emerge stronger and more resilient from the current crisis.
In order to meet the objective of the Modernization Plan for Vocational Training, the Ministry of Education and Vocational Training has defined the following strategic actions included in component 20:
Action 1: Evaluation and accreditation of competences acquired by work experience and non-formal training pathways.
Action 2: Conversion of classrooms into spaces of applied technology.
Performance 3: Entrepreneurship classrooms in Vocational Training.
Performance 4: Creation of bilingual training cycles of middle, higher and advanced degrees
In addition, the development of Quality actions in the Vocational Training system is endowed in the Region of Murcia with 934,787.61 euros, with which the Autonomous Community commits to develop the following actions for the improvement of the quality and dissemination of Vocational Training from September 1, 2023 to December 31, 2024:
- Organization and celebration of autonomous, state, European and world championships of FP skills (Skills Championships).
- Development and participation in the national network of centres of excellence.
- Stays of teachers and trainers in companies and in VET centers and centers of excellence.
- Mobility of students and people in training for stays in and out of Spain.
For its part, the Ministry of Education and Vocational Training is committed to:
- To make available to the Autonomous Communities the TodoFP portal as a means of disseminating the calls that are made.
- Maintain the coordination and monitoring of Vocational Training competitions at national, European and global level and provide the necessary technical support to the Autonomous Communities for the celebration of their regional competitions and the organization of participation at national level.
- Maintain the necessary coordination and technical support for the implementation of quality programs and projects in Vocational Training in the Autonomous Communities.
For the creation of a Network of Digital Training Centers/Classrooms, the Autonomous Community will have 896,240.81 euros. This measure aims to bring the training offer to all citizens through those centers that allow, due to their proximity and ease of access, to make an attractive offer of digital training, with special attention to the most vulnerable sectors of the population. In the Region of Murcia there are 32 committed centers that will train 1,632 people.
The Network of Digital Training Centers (Classrooms) will allow citizens to train in transversal digital skills necessary to develop on a daily basis in an increasingly digitalized society, in which essential services such as banking, access to public administrations or consumption are done telematically, excluding de facto a sector of the population that, either because of its age, low level of training, or because of its vulnerability, lacks the necessary digital skills, placing them in clear inferiority with respect to the general population and significantly worsening their quality of life.
Finally, the Development of Training, Improvement and Mobility Actions for VET Teachers, to which the Ministry allocates 219,334.01 euros in the Region of Murcia, commits the Autonomous Community to develop the following actions from 1 September 2023 to 31 December 2024:
- Training of advisors, evaluators and counselors
- Training actions aimed at teachers and VET trainers
- Stays of teachers and trainers in centers other than their own.
- Training of trainers and business tutors
- Training of business prospectors
