The number of unemployed people registered at the Public Service of State Employment (SEPE) Office in Melilla, at the end of April, stands at 8,262. It is 490 people less than the previous month (-5.60%) and 422 unemployed less than a year ago (-4.86%).
The Provincial Director of SEPE, Jorge Vera, has appeared before the media and has pointed out that, although more than 300 people correspond to the contracting of the Employment Plans of the Government Delegation, “more than 100 people have been hired without having anything to do with this program.”
Active employment policies
In addition, the head of the Provincial Directorate of the SEPE has valued the active policies that are being carried out in the city thanks to the Government of Spain, with 36 million euros that are destined to promote autonomous employment and self-employment.
They include the Autonomous Employment Promotion Program, which has more than 100,000 euros in aid to undertake; the programs of aid to the Special Employment Centers, which have to do with those that are directed to the regular market and protected from people with disabilities; the MRR Grants, which come from the Central Service of the Government of Spain, both MUR programs, women victims of gender violence, microenterprises, first-experience programs, etc. As well as the Center for Orientation, Entrepreneurship, Innovation and Accompaniment (COE), which is working with the objective of reaching 2,000 users.
In addition, he highlighted the Experiential Plans, which are currently in the contracting phase, and finishing the integral projects that have commitment to contracting. On the other hand, it has announced that they are about to take out the call for training for the unemployed and employed, as well as the Employment Plan of the Autonomous City, thanks to the 5 million euros that have been made available to the local administration to promote employment in the city.
“Almost 31 million euros that the Government of Spain puts in this city for the Employment Plans that are going to have direct repercussions in Melilla, because these families live in Melilla, spend in Melilla, in the shops of Melilla and in the services provided by the company Melilla”, he stressed.
Breakdown data
With regard to the actual data recorded by economic sectors, the Services sector is the sector in which the number of claimants has decreased the most with 383 fewer people, with 108 unemployed people also registering less No Previous Employment. In Industry and Agriculture, the number of applicants has also decreased by 7 and 3, respectively. In the Construction sector there has been an increase of 11 people.
On the other hand, in relation to Social Security data, the number of participants stood at 24,886, which means an increase of 219 (0.89%) compared to the previous month and 336 more participants (1.37%) compared to April 2024. Specifically, in the General System there are 20,455 affiliates; 4,351 affiliates in the Autonomous System; and 80 affiliates in the Regime of the Sea.

With regard to the number of contracts that have materialized over the past month, the figure amounts to 1,358, which is 103 more than in April (8.21%) and 188 more than in April of a year ago (16.07%).
The Provincial Director of the SEPE has highlighted the fact that 470 of the total recruitments have been indefinite, which represents 34.6%, slightly reducing the trend observed in recent months.
“Indefinite hiring remains around 40% of hiring, which makes contracts much more stable, which was one of the objectives of this government,” he said, and recalled that before the labor reform indefinite hiring did not exceed 8%.
As Vera has detailed, in terms of registered unemployment, according to sex, the month of April closed with 5,301 unemployed women, which represents 64.16%, compared to the 2,961 unemployed men that there are, which represents 35.84%. And, as far as minors under the age of 25 are concerned, there are 843 unemployed.
As far as unemployment benefits are concerned, in the autonomous city there are 2,626 beneficiaries, either of contributory benefit (1,195 beneficiaries), Allowance (1,295 beneficiaries) or Active Insertion Income (136 beneficiaries) and the average amount received per beneficiary is 996.7 euros per month.
National data
The head of the Provincial Directorate of the SEPE has also echoed the national data, where, at the end of April, the number of unemployed people has decreased by 67,420 people in relation to the previous month (-2.61%). Thus, the registered unemployment has stood at 2,512,718 below the level of 2.6 million people in unemployment, the lowest figure since July 2008. Compared to April 2024, year-on-year unemployment fell by 153,782 people (-5.77%).
By economic sectors, the registered unemployment fell in Services by 46,660 people (-2.66%), in Industry by 2,920 people (-1.48%), in Construction by 3,817 (-2.01%) and in Agriculture by 3,323 people (-3.92%).
In terms of unemployment by sex and age, female unemployment fell by 38,291 women (-2.46%) in relation to the month of April and stood at 1,515,487, its lowest level since October 2008. Male unemployment also fell by 29,129 (-2.84%) compared to the previous month to 997,231. In year-on-year terms, female unemployment fell by 87,351 women (-5.45%) and male unemployment fell by 66,431 men (-6.25%).
Youth unemployment fell by 20,095 people (-10.17%) compared to the previous month. This is the biggest decline in April since 2001. In year-on-year terms, youth unemployment fell by 10,653 (-5.66%). Unemployed young people are at their minimum value of the entire historical series in a month of April.
The total number of contracts registered during the month of April has been 1,140,733. Of these, 507,903 employment contracts are of an indefinite nature, accounting for 44.52% of all contracts. This percentage reaffirms the scenario of stability in labor market hiring, with the rate of temporality in the private sector at its lowest value in the historical series.
In terms of benefits, the total number of beneficiaries and beneficiaries available at the end of the month was 1,625,892. The average gross amount of the contributory benefit received per beneficiary during the month of March 2025 was 1,005.3 euros, which represents an increase of 24.4 euros over the same month of the previous year (2.5%). The total expenditure amounted to 2,085,038 million euros.
