The Ministry of Education, Vocational Training and Sports (MEFPyD) has convened a competition for the provision of technical advisers and teaching staff abroad.
As explained by the Provincial Director, Juan Ángel Berbel, career officials of the Cadres of Professors and Teachers of Secondary Education, Professors and Teachers of Official Schools of Languages and Corps of Education Inspectors will be able to participate, on a temporary basis.
“In general, they will be able to attend this process if they have a minimum age of three years as an official or career civil servant in active service in the respective faculty from which they participate in the contest, computed until the date of completion of the period of presentation of instances,” he reported.
They must also be in a position of active service in the body to which the posts requested correspond, which are offered, for officials of the Cadres of Professors and Teachers of Secondary Education, Professors and Teachers of Official Schools of Languages who are holders of the specialties required in each case, or for officials of the Corps of Education Inspectors.
Finally, it will be required to have provided services during three full academic courses in Spain as an official or official of the body from which it participates, counted from the date of cessation abroad until the end of the school year in which this call is published and not to have been convicted by final judgment for any crime against sexual freedom and indemnity.
As a specific requirement, the official must possess the level of the language or one of the languages that for each position is determined in annex I of this call.
Once the application has been completed and the mandatory and merit-related documentation is attached, in electronic format - through PDF or ZIP files, with a maximum capacity of 10 Mb each -, it must be registered directly and only in the MEFPyD Electronic Registry.
All the supporting documentation of the participation and merit requirements must be attached by the same procedure electronically at the MEFPyD’s electronic headquarters, through the forms that are enabled for this purpose in the link: https://www.educacionyfp.gob.es/contenidos/profesorado/no-universitarios/funcionariosdocentes/concurso.html.
The participating official staff shall declare in the application for participation that they meet the requirements required to participate in this merit contest and that the documents provided are true. In the case of falsehood in the data and/or in the documentation provided, it may be excluded or excluded from participation in this procedure, regardless of the responsibilities that would have occurred.
General and specific merits
As Berbel has explained, the selection procedure for the coverage of posts will consist of a general and a specific phase. With regard to the first, the merits specified in the scale included in the call will be checked and assessed and the assessment will be from zero to ten points. A minimum score of 2.5 points must be reached for their completion and access to the next phase.
At the end of the general phase, with a minimum of ten calendar days in advance, the Undersecretariat will announce, by means of a resolution published on the website https://www.educacionyfp.gob.es/contenidos/profesorado/no-universitarios/funcionarios-docentes/concurso.html,, the place, day and time when the written test of the verification of the merits of the specific phase will be carried out for those participating personnel who have reached the minimum score of the general phase.
With regard to the specific phase, specific merits appropriate to the characteristics of the posts convened will be considered. To this end, the professional suitability of the participating personnel will be assessed in relation to the special characteristics required for the performance of the position of advisor or technical adviser.
This assessment will be made through the performance before the corresponding selection bodies, of a written test that will consist of two parts, both of which are mandatory and elimination. Both parties will be held on the same day.
In the first part, a questionnaire of a maximum of sixty multiple-choice questions of predominantly theoretical content and transversal competences, proposed by the Selection Committee, must be answered. All questions will have the same value and will only contain a correct answer. Erroneous ones will be penalized with a fifth of the value of a correct one. For its realization, a maximum time of sixty minutes will be available.
The second part will consist of one or more practical assumptions proposed by the Selection Commission, related to the exercise of the functions of technical adviser or adviser and to educational action abroad. A portion of these assumptions will be written in one of the languages required for each position. The time allotted for the realization of this second part will be two hours.
The first part of the specific phase will be valued from zero to five points and it will be necessary to reach at least 2.5 points to overcome it. Once the first part of the specific phase has been assessed, this Undersecretariat will publish the results through a Resolution that will be published on the web https://www.educacionyfp.gob.es/contenidos/profesorado/no-universitarios/funcionariosdocentes/concurso.html.
It shall also indicate the manner in which those who have passed the first part of the specific stage for the reading of the second part, in public session, will be summoned and convened before the Selection Committee, whose members may raise, for a maximum of twenty minutes, questions related both to their content and to the professional profile of the personnel involved and their suitability for the job(s) requested. A portion of these issues will be conducted in the language required for each position.
The second part of this specific phase will be valued from zero to fifteen points, being necessary to reach 50% of the maximum score established to overcome it.
