The Provincial Directorate of the State Public Employment Service (SEPE) has called for public subsidies within the Autonomous Employment Promotion Program for the years 2024 and 2025 in the city of Melilla, under a direct concession.
The aim of this programme is to facilitate the formation of unemployed persons into self-employed or self-employed workers and, where appropriate, the consolidation of the entrepreneurial project, including the formation and consolidation of entrepreneurial projects originating from a previous project that is subject to transformation, replacement or succession by the employed or unemployed person, either alone or in association with others.
As explained by the Provincial Director of the SEPE, Jorge Vera, this is a call for the granting of subsidies for the establishment as self-employed or self-employed persons; for investments for the creation and start-up of the company; and for technical assistance, intended for the partial financing of the contracting, during the start-up of the company, of the external services necessary for the development of the business activity.
In addition, grants are given for training related to business management and management and new information and communication technologies; for adaptation of the job; for modules, incompatible with previous ones; and consolidation of the entrepreneurial project.
The beneficiaries and final recipients of the measures contemplated in the Program for the Promotion of Autonomous Employment may be unemployed persons, registered as job seekers and services in the public employment services, when they are established as self-employed or self-employed workers. The worker must be unemployed and registered as a job seeker at the Melilla Employment Office, on the date immediately prior to the start of the activity as a self-employed worker.
The grant provided for in this call will be financed from the budgetary credit of the SEPE-Melilla Expenditure Budget, which for the financial year 2024 amounts to a maximum total amount of five hundred and fifty thousand four hundred and sixty-four euros with fifty-three cents (550,464.03€). The total amount of the credit may be increased by an additional amount, according to the procedure established in article 58 of the Regulations of the General Law on Subsidies.
The deadline for the submission of applications for subsidies for the establishment as a self-employed worker, for the promotion of generational relief and investment for the creation and start-up of the company, must be one month from the date of the beginning of the activity (high in the Special Regime of Self-Employed Workers).
In the case of the grant for the consolidation of projects, it must be submitted within a month from the first year of activity. And the deadline for applying for grants for training, technical assistance and adaptation to the job will be one month from the end of the action in question.
The Provincial Director has explained that the procedure provided for in this Resolution will apply to applications submitted after the entry into force of Order TES/1077/2023 and before the entry into force of this Resolution, provided that they have not been resolved or have been dismissed due to the lack of applicable procedure. In these cases, he has clarified, a new application must be submitted in accordance with the procedure established in this Resolution.
Likewise, the subsidies regulated in this Resolution could be requested by workers who have started their activity with a date of registration in the Special Regime of Self-Employed Workers or in the Mutuality of the corresponding Professional College, since the entry into force of Order TES/1077/2023 and the entry into force of this resolution.
