The Ministry of Education, Vocational Training and Sports (MEFPyD) has convened the official certification tests of the special regime language lessons taught in the official language schools of Melilla and Ceuta, as reported by the Provincial Director of Education, Juan Ángel Berbel.
In particular, the official certification exams of the basic A2, intermediate B1 and intermediate B2 levels of the German, Arabic, Spanish as a foreign language, French and English languages, and the official certification exams of the advanced C1 level of the French and English languages of the lessons taught in the official language schools of Melilla and Ceuta for the academic year 2023-2024 are called, at the same time as the timetable and schedules for carrying out these exams are established, and the characteristics of the certification exams and on the enrolment of free students in these exams are specified.
During the academic year 2023-2024, two calls will be organized for the realization of the tests, one ordinary in the month of June and another extraordinary in the month of September.
The students enrolled in these tests will have the right to present themselves to the ordinary call and, in case of non-presentation or failure to obtain the certification, also to the extraordinary call.
The certification tests for the basic levels A2, intermediate B1, intermediate B2 and advanced C1 will consist of five parts: comprehension of written texts, comprehension of oral texts, production and co-production of written texts, mediation and production and co-production of oral texts.
The total score of the test will be 100 points and each of its five parts will have a maximum score of 20 points. To pass the test and obtain the corresponding certificate, it will be necessary to obtain a minimum score of 65 points in the total of the test and a minimum score of 10 points in each of the five parts.
To carry out the certification tests it will be essential to be enrolled during the current academic year as official students, either in the face-to-face, semi-face-to-face or distance mode, in the last course of the basic levels A2, intermediate B1, intermediate B2 or advanced C1 of the corresponding language; or to be enrolled as students in a free regime for the realization of the tests of the languages and levels that are taught in the official language schools of Ceuta and Melilla.
Any person who is sixteen years of age or older in the calendar year in which the test is held may be enrolled in the certification test. Likewise, those who are fourteen years old in the calendar year in which the test is held and do not study that language in Compulsory Secondary Education as the first foreign language may apply for admission to the test.
It will not be possible to combine for the same language the status of student in a free and official regime, either in the face-to-face, semi-face-to-face or distance mode.
Students on a free basis will be able to access the tests of any level without having to be in possession of the accrediting certificates of lower levels.
Persons who have the nationality of a country in which that language is an official language, or when that language is or has been the language of their ordinary schooling, may not take the test of a language.
When, even if they have the nationality of a country that has knowledge of a language, this is not or has not been the language of schooling, the candidates may register to carry out the certification tests in that language by providing their schooling book or a certificate issued by the centre or by the educational authorities where they have carried out their studies.
Teachers, or those who have participated in the preparation of the tests, will not be able to carry out the tests of the language or languages in which they have participated. The persons responsible for the coordination processes and decision-making on the final configuration of the tests will not be able to perform the same for any of the languages referred to in this resolution.
For students with special educational needs, the evaluation procedures will contain the measures necessary to adapt them to the special educational needs derived from disability, and will be based on the principles of equal opportunities, non-discrimination, universal accessibility and compensation of disadvantages in accordance with current regulations.
Students who need special conditions for the performance of the tests due to some type of physical or sensory disability, such as visual, partial or total disability, some degrees of motor disability, different levels of hearing loss, speech disorders or other disabilities, must report this and present official documentary justification of their disability at the time of formalizing the registration.
The registration of free students who meet the requirements set out in the sixth section will take place between 1 and 13 March 2024, inclusive, at the official language school of Ceuta or Melilla, depending on where the tests are to be carried out.
To formalize the enrolment, candidates and candidates must submit and provide the following documentation by the means indicated by the official language schools: Application form completed with proof of having paid the tuition fees and identity document that proves the personal data, age and nationality.
