Calls to 016 increased by 29.75% in the year 2022 in Melilla compared to the previous year, which shows how this resource against gender violence has been consolidated in the city.
The data was given this morning at a press conference by the Head of the Coordination Unit Against Violence Against Women of the Government Delegation, Laura Segura, who has reported on the data balance of last year 2022.
Thus, as he has reported, from January 1 to December 31 of last year, 157 calls were received compared to 102 in 2021, of which 121 were made by the user herself (77%), 30 by relatives or people close to her (19%), 3 by others (1%) and 3 does not exist (1%).
Something very similar happens with the complaints. As reported by Segura, complaints in Melilla have increased by 22.03%, with 50 more complaints, going from 227 complaints in 2021 to 277 in 2022.
Specifically, the first quarter was closed with 54 complaints; 70 in the second quarter; 87 in the third and 66 in the fourth quarter. Ill-treatment at the level of the couple as well as breaches of restraining orders have been the main reasons for most of the complaints.
In addition, so far in 2023 the average number of complaints registered in 2022 has been maintained, with 19 complaints in January and 24 so far in February.
“We must continue to make progress in improving detection mechanisms and prevention through co-education in schools, continue working to strengthen confidence in the system and counteract the denial discourse, which jeopardizes the progress made and puts women’s lives at risk,” he said.
Regarding the Telephone Service for Attention and Protection of Victims of Gender Violence (ATENPRO), as reported by Laura Segura, in the year 2022 it closed in the month of December with 18 active users, which is a decrease of 21.74% compared to the year 2021, in which there were 23 users of this service.
As for women with police protection, the number of active cases with the level of risk assessed at the end of 2022 was 111, which implies an increase of 9.9% compared to December 2021, when it was 101.
On the other hand, the number of protection orders and measures for gender violence from January to September 2022 is of a total of 74 orders initiated, of which 68 were adopted and 8 denied. 2021 was closed with 66 adoptions, according to statistics from the General Council of the Judiciary.
2,106 victims since 2007
In her speech, Segura also provided the data of the VioGén System, published on the website of the Ministry of the Interior, according to which Melilla closed the year with 195 active cases.
With regard to risk levels, 84 of the active cases are of unappreciated risk; 89 of low irrigation; 21 of medium risk; 1 case of high risk and none extreme.
“To the 195 cases active in the VioGén System in Melilla as of December 31, 2022, we must add the 2,059 cases inactivated from 2007 to this date, which makes a total of 2,254 total cases and 2,106 total victims in our city from 2007 to the present, women who at some point have been maltreated and have required protection of some kind,” he explained.
Regarding this issue, the Head of the Unit pointed out that the number of 195 active cases as of December 31, 2022, represents an increase of 22.64% compared to December 2021, which was 159 and a decrease of 1.5% compared to November 2022, with 198.
Of these 195 active cases, 189 are cases valued according to instruction 4/2019, while the cases with minors amount to 132. Of these, 26 refer to a situation of vulnerability; 1 in a situation of risk; and 26 are the cases of special relevance 16. “At the moment, we have 204 cases in assets and 1 with high risk, the rest of the cases being mostly medium, low and not appreciated,” he explained.
In terms of the number of inmates serving sentences in penitentiary centers at the end of 2022, it was 11 compared to the 23 with which it was closed in 2021.
As for the concessions of temporary residence and work authorization of foreign women victims of gender violence per year of resolution, during the year 2022, 16 authorizations have been granted, compared to 21 of 2021.
Segura has highlighted that, in terms of the shelters for women and their sons and daughters, during this year 2022 in the two resources managed by the Red Cross 30 women and 41 minors have been cared for and in the reception apartment managed from Women in Equality 11 women 27 minors have been cared for.
49 women and 2 minors killed
Although in our city last year there were no deaths, nationwide, 2022 closed with 49 women killed by their partners or ex-partners and 38 children orphaned and orphaned by gender violence. A figure to which must be added 2 minor fatalities, killed to cause the greatest damage to their mothers.
Today there are 1,191 women murdered by their partners or former partners since they have official figures. And 49 minors since the beginning of counting boys and girls as victims of gender violence, while 390 minors have been orphaned and orphaned by the murder of their mothers.
