§ The crime rate in the Community of Madrid stands at 55.7 points, a figure that confirms the consolidation of the positive trend in recent years.
§ It has been reduced by 5.5 points since 2019, to be one of the lowest rates in the world and of the entire historical series.
§ The Government has improved the working and remunerative conditions of police officers, which also results in greater police effectiveness.
§ It stresses that the sustained increase in crimes against sexual freedom requires that the other administrations join the Plan against Sexual Violence promoted by the Government Delegation.
§ It has announced the call to form tripartite tables to address from an integral perspective the situation of neighborhoods such as San Blas, Lavapiés and Puente de Vallecas.
The crime rate in Madrid stands at 55.7 crimes per thousand inhabitants in the last 12 months already concluded in the first half of the year 2026, which represents a decrease in the crime rate in Madrid of 0.5 points compared to the previous year. This means that the region records the lowest crime at the end of the first semester since there are results, excluding the years of the pandemic.
This was stated today by the delegate of the Government of Spain in the Community of Madrid in his assessment of the data of the last crime balance published yesterday by the Ministry of the Interior and corresponding to the second quarter of 2026, which allowed him to affirm that “Madrid is a safe region, increasingly safe”.
In addition, these figures confirm the consolidation of the positive trend of recent years, in which the crime rate in Madrid has been reduced, since 2019, by 5.5 points; 4.3 of which have been reduced since 2023, that is, since Francisco Martín is in charge of the Government Delegation.
Reduction above population growth
Since 2018, the population of the Community of Madrid has grown by 10.2%. Meanwhile, the total number of criminal offences has increased by only 4.8 per cent.
In this regard, the government delegate stressed that, due to its specific characteristics (high population density, lower average age and strong tourist attraction), Madrid is above the national average (50.5). However, this national average has barely changed in the last year (+0.2 points), while the Community of Madrid has managed to reduce its rate (-0.5 points). In addition, it remains one of the lowest rates in the world and of the entire historical series.
As for conventional crime, there have been 159,644 conventional offenses in the first half of 2025 to 163,734 in 2026, a rebound of +2.6% (slightly above +0.8% of the population), although since 2023 conventional crime has been reduced by -2.6% (since 168,060 in the first half of 2023) despite an increase of +3.9% of the population.
Cybercrime, after several quarters of some containment, rebounds, with an increase of +4.6% that exceeds the evolution of +2.5% in the first half of 2025. In fact, 1 in 5 known crimes in Madrid occur in cyberspace, which shows the important challenge that these crimes represent.
However, others are reduced such as: crimes against freedom (-2.5%), theft (-2.3%), robberies with force in things (-2.8%), robberies with violence or intimidation (-3%) or in homicides, which fall from 20 in the first half of 2025 to 17 in the same period of 2026.
The government delegate has expressed his concern about the increased presence of white weapons in the streets of the region, but he has been committed to responding to this situation and has asked the other administrations, each within its sphere of competence, to work to respond to this reality.
On the other hand, the increase in the number of crimes for drug trafficking (+30.5%) has a positive reading, since it is related to the intensification of the actions of the FCSE in this area.
Call for tripartite tables
However, the government delegate is aware that there are neighborhoods in the city where multidisciplinary action is required to improve security data, and for this reason he has announced that yesterday a call was sent for the formation of tripartite tables in Paraiso Park in San Blas, Lavapiés and Peña Gorbea in Puente de Vallecas, which he hopes will be supported this time by the autonomous and municipal governments of the capital. The first meeting, that of Paraiso Park, is scheduled for September 29, and hopes that the aforementioned administrations will rectify the attitude maintained in the previous ones.
Crimes against sexual freedom
In the first half of 2026, 9.7% more incidents were reported (slightly above +2.3% nationwide). The highest number of crimes of this type are sexual assaults without penetration, which account for 79.6% of all crimes against sexual freedom, while sexual assaults with penetration account for 20.4% of all recorded events.
The largest increase in cases has occurred in sexual assaults without penetration, an increase of 11.9%. Meanwhile, penetrating sexual assaults have not increased compared to 2025 (similar to the +2.8% uptick nationwide).
However, the sustained increase in this type of crime in recent years, it could be deduced that the increase in these crimes could be influenced by a progressive decrease in the “hidden figure”.
On this point, he said that the Government Delegation is closely following the situation of complaints of sexual violence, which is why he drew up a Plan of Action against Sexual Violence in Madrid, to which he appealed to join the Autonomous Government, which did not want to participate in the previous meetings, and to which he has again called for it to join, as he has insisted on his intention to present to all municipalities that want to participate in it despite not having been able to do so at the headquarters of the Federation of Municipalities of Madrid due to the refusal of its president.
More agents and more police effectiveness
In the achievement of these crime figures, a determining factor is the work of the Security Forces and Corps in the region that, in the year 2025, have reached the historic maximum of National Police and Civil Guard troops in the Community of Madrid.
Since 2018, there has been a 10.4% increase in the total number of personnel, highlighting the 15.5% increase in the number of National Police personnel assigned to the Community of Madrid.
In the opinion of Francisco Martín, “the data demonstrate the firm commitment of this Government to have Security Forces and Corps according to the needs of Madrid society.”
Linked to this reinforcement promoted by the Government of Spain are the data of clarification of 36.4% of the crimes, 74,174 crimes in the first quarter of 2026, 4.2% more than in the year 2025. In fact, the figure for clarification is at its highest level since at least 2005.
There has also been an increase in the rate of arrests and investigations for every 1,000 criminal offences, standing at 254, the second highest rate since 2014, which also allows us to speak of “historic highs” in this area.
Madrid city
In the city of Madrid, the rate stands at 65.7 points, the second lowest absolute rate and the best at the end of the first semester. However, crimes against sexual freedom are growing and this, in the opinion of Francisco Martín, forces the “committed” participation of the Madrid City Council in the Plan of Action against Sexual Violence.
