The Government, through Red.es, has selected the project of the City of Móstoles in the Community of Madrid as an example for the promotion of economic development; the municipality will receive a grant of 40% with which the entity Red.es intends to promote smart cities and achieve innovative projects that promote qualified employment.
The City Council presented to the RedCyTI call a 1.5 million project called MÓSTOLES SMART TRADES & INDUSTRY 4.0 HUB that aims to promote the economic and productive development of the city, translating into qualified employment, efficiency of the tractor sectors and creation of new opportunities for entrepreneurship and growth.
Red.es, an entity attached to the Ministry for Digital Transformation and Public Service through the Secretary of State for Artificial Intelligence and Digitalization, hopes to mobilize with this call at least 126 M€, with the contribution of local entities and uniprovincial autonomous communities.
Red.es will allocate more than 94 M€ -adding its own funds and the European Regional Development Fund (ERDF)- contributing, according to the CC.AA. since it is presented, between 40 and 85% of each initiative selected, and whose budget must be between 1.5 and 6 M€. The entities that have been able to apply for this aid have been local entities (municipalities, deputies, island councils and counties) and uniprovincial autonomous communities.
RedCyTI: Boosting the Intelligent Economy
The projects will involve actions aimed at creating or strengthening technological infrastructures and associated solutions and services, available to strategic sectors of economic activity, with the purpose of testing and developing technologies for sectoral application.
They also involve the possibility of creating or improving spaces for the promotion of innovation and the strengthening of the sectoral ecosystem, in order to promote the development of the economy and employment, both at local, regional and state level.
Examples of these actions would be the creation of test spaces or sandboxes for the mobility and transport sector (connected and autonomous vehicles, drones, etc. ), the creation of urban innovation laboratories, or the provision of the necessary infrastructures for the testing and development of application technologies to sectors such as agriculture, fisheries, livestock, energy, etc.
The award criteria have assessed aspects such as the degree of digital maturity, the impact of the initiative on local economic development and its sustainability. The selected projects will receive a grant that will be tendered and executed by Red.es.
Promoting employment and entrepreneurship
According to the European Commission, “a smart city or territory aims to improve the well-being of its inhabitants, companies, visitors, organizations and administrators by providing digital services that contribute to a better quality of life”. The actions can take place in six dimensions: Living (associated to the quality of life), People (citizen participation), Environment (sustainability), Mobility (mobility), Economy (economic development) and Governance (governance of the city or territory).
The Smart City dimension called Smart Economy, which RedCyTi focuses on, is understood as the intersection between city and economy, and includes all those initiatives that, promoted from cities and territories, are oriented to promote digitalization at the service of economic activity, employment and entrepreneurship.
Commitment to smart cities and territories
Since the approval of the National Plan of Smart Cities in 2015, the Government of Spain has made five calls in which Red.es has played a leading role. In total, more than 200 million euros - cofinanced by the European Regional Development Fund (ERDF) - have been allocated to 59 initiatives spread throughout the national territory: 25 cities, 24 tourist destinations, 7 buildings and 3 islands. In addition, Red.es, it collaborates continuously with the Spanish Network of Smart Cities (RECI) and the Spanish Federation of Municipalities and Provinces (FEMP) to promote the development of smart cities and territories.
