- The Council of Ministers has given the green light to the Airport Regulation Document (DORA) to transform the airport network in the next five years.

The Council of Ministers today approved the Airport Regulation Document (DORA) for the period 2027-2031, which includes an investment of about 13 billion euros in the entire network of Spanish airports managed by Aena, of which 4,488 million euros will be invested in the airports of the Community of Madrid.
Specifically, the investment is distributed as follows:
Adolfo Suárez Madrid-Barajas Airport
The government will invest 4.477 billion euros over the next five years. Among the main performances, the following stand out:
- Ampliación T4: facturación, filtro de seguridad e incremento de puertas de embarque asistidas por pasarela.
- Ampliación T4S (terminal satélite): control de pasaportes e incremento de puertas de embarque.
- New T123 processor building: check-in, security control and baggage collection room.
- Preparation of the infrastructure for the arrival of high speed and new metro lines to achieve a sustainable intermodality.
- Actions in flight field and platform.
- Madrid-Cuatro Vientos Airport
The investment in this airport will be about 11 million euros for the period 2027-2031, with actions such as:
- Actions in flight field and platform.
- Improvement of the security.
- Adequacy of information and communication systems.
Rates
This investment of 13 billion euros that is going to be mobilized over the next five years is not financed from the General State Budgets (PGE), but from the income of the Spanish airport system itself managed by the public company Aena, dependent on the Ministry of Transport and Sustainable Mobility. In this regard, Minister Óscar Puente explained that the DORA III practically contemplates a tariff freeze, with just an increase in the average airport fare of three euro cents per passenger per year.
