The Ministry of Science, Innovation and Universities (MICIU), through the Center for Technological Development and Innovation (CDTI), has published the final resolution of the action Interempresas Internacional Eurostars-3 (CoD7) corresponding to 2025, in which three R+D+I projects led by companies from the Community of Madrid will cooperate with partners from other European countries to develop high-impact solutions in global markets. A boost to internationalization for these three projects in the region to which the CDTI will allocate 989,985 euros in the form of a direct grant.
In total, at the national level, the call has approved 21 R+D+I projects with 5.47 million euros of grant. This financial commitment strengthens the ability of beneficiary companies to compete in cutting-edge sectors and access new markets, also ensuring a high multiplier effect on private and public investment.
In addition to the Community of Madrid, the call has approved projects originating in six other autonomous communities, showing a diversified innovation map. This broad territorial coverage demonstrates the dynamism and innovative capacity of Spanish companies in different regional ecosystems.

The selected projects cover strategic topics for Spanish technological leadership, including initiatives in biotechnology and health – development of advanced therapies and rapid diagnostic solutions – clean technologies for energy transition, mass data analysis and artificial intelligence applied to industry 4.0, as well as new materials and sustainable manufacturing processes. These lines of research, which respond to the most outstanding global challenges, place Spanish companies at the forefront of international markets.
The Eurostars-3 program
The Eurostars-3 programme promotes, within the framework of the agreement between the European Association of Innovative SMEs and the European Commission, close-to-market, innovation-demanding and market-oriented research and development projects, in which up to 75% of the budget of Spanish companies is covered by the CDTI and the remaining 25% by European Union funds. This program also promotes the internationalization of SMEs, integrating them into consortiums of at least two countries of which one must be a member of the EU or associated with Horizon Europe.
In particular, each project selects consortia that combine the experience of companies from different countries, which encourages the exchange of knowledge, the creation of collaborative networks and the development of solutions with a truly international scope. This “transnational collaboration” approach is one of the pillars of Eurostars-3 and allows Spanish SMEs to expand their business opportunities, diversify risks and access emerging markets.
In addition to strengthening national competitiveness, Eurostars-3 consolidates the role of CDTI Innovation as a trusted partner for companies aspiring to lead international projects. The CDTI, the innovation agency of the Ministry of Science, Innovation and Universities, provides technical and administrative advice throughout the process —from the formulation of the proposal to the management of the financing—, ensuring agility in the processing and an accompaniment adapted to the needs of SMEs and research centers.
Eurostars-3 in the Spanish strategy
The integration of this program into the “State Plan for Scientific, Technical and Innovation Research 2024-2027” underlines its strategic relevance. Eurostars-3 is part of both the “Transfer and Collaboration” program and the “Internationalization” transversal program, contributing directly to the objectives of modernizing the productive fabric, stimulating technology transfer and strengthening Spain’s presence in multilateral projects.
This program is integrated into the deployment of the CDTI to promote a robust and market-oriented R+D+I ecosystem, in which Spanish companies acquire an international role and strengthen their competitive positioning. The Eurostars-3 CoD7 call promotes a new generation of projects that, with a commercial vocation and a high technological component, represent a commitment to the sustainable and digital future of Spain.
