- The Community of Madrid has left the sectorial conference without hearing the figures that affect its territory or detailing its efforts to implement the law
The Law on the Efficiency of the Public Justice Service will mean savings of 47 million euros for the Community of Madrid in the next 10 years, and about 300 million euros in total for the 12 autonomous communities that have transferred competence in this matter.
Its implementation, on the other hand, will only require an investment of around 2.4 million euros by the region at this time, since it will not be necessary to build new judicial headquarters, but only to adapt the existing ones to the new structure foreseen in the norm.
This is evident from an analysis that the Ministry of the Presidency, Justice and Relations with the Courts has carried out to present today at the Sectoral Conference held in Barcelona, focused on the process of justice reform.
Finally, the plenary session could not be held because it did not reach the quorum of attendees, after the abandonment of various autonomous governments, including Madrid, which have not been able to listen to the figures that affect their territories or share their efforts for the implementation of the new law or listen to the rest of the autonomous communities.
Nevertheless, the ministry and the councillors of the Basque Country, Catalonia, the Canary Islands, Navarre and Asturias have maintained the meeting in the terms foreseen and continue working in this way on the improvement of the Public Justice Service.
47 million euros savings in 10 years
The study carried out by the ministry details that, in the Community of Madrid, the savings expected thanks to the Efficiency Law will exceed 47 million euros in 10 years. The calculation has been made taking into account how many judicial bodies are created each year on average and the fact that, until now, this meant the creation of a court and its entire structure (real estate, staff, etc.), with a cost of € 400,000.
With the new law, on the other hand, the cost of creating a new judge position will be 86,000 €, since it will no longer be linked to the implementation of a new court.
Over 50 million invested
The investment that the ministry has already made in the Community of Madrid to adapt its structures to the Efficiency Law, which also amounts to 50 million euros - mostly from European funds - a historical figure to modernize this public service and advance in the implementation of the new organizational model.
On the other hand, an effort is required on the part of the regional CCAA with transferred competences to complete the adoption of the new model of Judicial Office, key to the new organization foreseen in the law. Although its creation has been planned for 20 years, its implementation is very uneven in the territory. In the case of Madrid, it is 0%.
The Greatest Transformation of Justice in Decades
The advances made in the 9 lines of work planned for the implementation of the Courts of Instance throughout the territory where the ministry has competence in justice will allow them to be predictably in operation from July 1, October 1 and December 31 of this year, in accordance with the deadlines established in the law.
A more agile and efficient Justice
The Law on the Efficiency of the Public Justice Service, approved last January, provides for a profound reform of the judicial organization to make it more agile and flexible and provide it with greater capacity to respond to the congestion of the courts.
The rule, which is applied progressively during 2025, transforms the 3,931 single-person courts into 431 Courts of Instance, each of them administratively assisted by a Judicial Office.
This will allow, for example, a specialization of judicial seats, which will be ordered by sections.
The new structure, which starts on July 1 and will be completed on December 31, will facilitate the provision of more judicial seats in the Courts of Instance when necessary, since its creation will no longer be linked to the establishment of a court.
