The delegate of the Government of Spain in the Community of Madrid, Francisco Martín, presided this week over the takeovers of the new heads of the local police stations of Alcobendas-San Sebastián de los Reyes, Parla and Coslada -San Fernando de Henares.
These are the commissioners Roberto González De Julián, Miguel Ángel Benito Ferreras and David Molano Margallo, respectively.
All of them have been attended by mayors of these localities —mayor of Alcobendas, Rocío García; mayor of Parla, Ramón Jury; mayor of Coslada, Ángel Viveros; and mayor of San Fernando de Henares, Javier Corpa—, as well as the superior head of the National Police in Madrid, Javier María Galván Ruiz, among other authorities.
Francisco Martín wanted to convey to all of them the willingness of the Government Delegation to continue working together to improve security in each of its municipalities and consolidate the positive evolution of crime rates that, in general, are being recorded in the Community of Madrid.
He has also taken advantage of these events to express his “gratitude to all the men and women who are part of the National Police” and to claim “their work, often invisible and sometimes misunderstood but fundamental to guarantee the security and tranquility” of all the neighbors of the different towns and neighborhoods of Madrid.
“Thanks to their vocation of service, we can enjoy a more just, free and supportive society,” he said. This is also helped by the fact that the year 2024 will end with the historic maximum number of ESF troops in the region. “More than 21,000 men and women who, from their professionalism, continuously increase police effectiveness and provide citizens with increasing security, always in the service of freedom and coexistence,” he added.

In the case of Alcobendas-San Sebastián de los Reyes, the appointment materialized on Monday took place on the figure of Roberto González De Julián. Born in León, 55 years old, he is backed by a career of more than 27 years full of recognitions and successes. They highlight their achievements in anti-robbery units, kidnappings and hostage negotiations.
His last destination, before this new appointment, was as a commissioner in Ponferrada at the head of a staff of 150 agents. Now, he takes on this new challenge as head of a 500-strong staff, committed to the goal of maintaining and improving high safety standards in both cities.
For his part, the new commissioner of Parla, appointed yesterday, Miguel Ángel Benito Ferreras, entered the Executive Scale of the National Police Force in 1996. Much of his professional career has been spent in Catalonia and in district police stations in the city of Madrid, although his last destination before his appointment was in Vitoria as head of the Brigade of Foreigners and Borders.
José David Molano Margallo, appointed curator of Coslada–San Fernando de Henares, joined the Executive Scale in 2004. He has been assigned to Ceuta and Cádiz, where he performed his duties in research groups and in the Training and Improvement Division. He became chief inspector in 2005, being assigned to Alcoy and later to the Local Commissariat of Aranjuez.
From 2017 to 2023 he was in the Superior Police Headquarters of Madrid, in the Central District Police Station (Provincial Citizen Security Brigade - Citizen Care Groups).
He became a commissioner in December 2023 and was assigned to Quart de Poblet-Manises.
