The government delegate to the Community of Madrid, Francisco Martín, today chaired his first Assistance Committee to the government delegate, during which he expressed his commitment to dedicate all his efforts to promote “loyal and honest cooperation at the service of the people of Madrid” in all areas of shared management with the regional government.
To this end, it has asked the members of this coordination, support and advisory body to continue to carry out their work as they have done so far: “with commitment, effectiveness, dedication, and service to the citizens” to continue deploying the policies of the Government of Spain in Madrid “in an effective way”.

The call was attended by: the superior chief of the National Police, Manuel Soto Seoane; the chief of the General Command Plan of the First Zone of the Civil Guard, Colonel Fermín Sánchez; and the representatives in Madrid of: Provincial Labour Inspectorate, Delegation of Economy and Finance, Social Security Treasury (TGSS), National Institute of Social Security (INSS), Public Service of State Employment (SEPE), State Tax Administration Agency (AEAT), National Institute of Statistics (INE), Salary Guarantee Fund (FOGASA), Social Institute of the Navy, Mutualidad General de Civil Servants del Estado (MUGT), National Statistical Institute (INE)
In addition, together with the Presidency, which falls to the Government delegate, the Subdelegate and the Secretary General of the Government Delegation are integrated in the Commission, and the heads of some services such as Education, Agriculture, Foreigners, Health, Industry and Development have been present.
Functions
The functions of the Delegate Assistance Committee are: to coordinate the actions to be carried out at the level of the Community of Madrid, to standardize the development of public policies in the region through the establishment of common criteria and to advise the Government delegate in the elaboration of proposals for administrative simplification.
Background
Law 40/2015 on the Legal Regime of the Public Sector provides that in the uniprovincial CCAA there is a Commission of Assistance to the delegate of the Government. This Assistance Committee is chaired by the Government delegate and is composed of the subdelegate and the General Secretary, as well as “the heads of the territorial bodies and services, both integrated and non-integrated, that the Government delegate considers appropriate”. The same law states that government delegates may “collect from the owners of territorial services all information relating to activity, organizational structures, human resources, inventories of movable and immovable property or any other matter or matter they deem appropriate in order to ensure coordinated and effective management of state services in the territory.”
According to Law 40/2015 on the Legal Regime of the Public Sector, the main competence of the delegates of the Government is “the direction and coordination of the General Administration of the State and its public agencies” in the territory, in addition to “promote, coordinate and supervise in a general way their activity”.
