The Government, on the proposal of the Ministry of Education, Vocational Training and Sports, has approved in the Council of Ministers on Tuesday to allocate 5,372,117 euros to La Rioja, corresponding to four territorial cooperation programs aimed at improving mathematical and reading skills, promoting inclusive education and reducing the early dropout rate through support for students with more difficulties. The total investment proposed to transfer to autonomous communities is 311,434,121 euros.
As approved today by the Council of Ministers, the communities will receive 120.5 million euros to continue with the implementation of the program for the improvement of mathematical competence, which will benefit about 660,000 students of Primary Education, ESO and Basic Degree Training Cycles of centers throughout the country. From this item to La Rioja, 1,684,386 euros are allocated.
In the case of the program for the improvement of reading skills, which also includes the stage of Children, the regional administrations will receive 56.2 million euros, of which La Rioja corresponds to 1,158,727 euros, which will allow progress in the actions deployed in this course and aimed at the attention of students with reading difficulties, the creation of small groups or the training of teachers in new literacy methodologies.
The implementation of these two programs was announced by the President of the Government in January 2024 with the aim of improving the performance of students in these areas. Its application will be extended until 2027.
Inclusive education and PROA+
The Council of Ministers has also given the green light to the distribution to the communities of 28.7 million euros corresponding to the Inclusive Education programme and from the European Social Fund, of which 391,930 euros are allocated to La Rioja. The objective is to advance in the design of an educational model that achieves a successful schooling of all students. To do this, we work with students in need of educational support of Infant and the first two cycles of Primary.
To this investment, another 7.7 million euros must be added, from the regular budget, to reach a total of 36.4 million euros. With them, the Ministry will have allocated 147.4 million euros to this program since its creation in 2022.
Finally, the communities will have 105.9 million euros available for the continuity of the PROA+ Educational Orientation, Advancement and Enrichment Program, which currently benefits more than one million students belonging to about 3,700 centers throughout the country. From this item, 2,137,074 euros correspond to La Rioja.
Among the objectives of PROA+ is the reduction of the early school dropout rate, which in 2024 has marked its historical minimum with 13% (8.9 points less than a decade before and five points less than in 2018). It also aims to improve the educational results of students in vulnerable situations and strengthen the attention of those with specific need for educational support.
To these programs we must add the textbook and didactic material, approved two months ago with an investment of 58.5 million euros, and the emotional well-being, which will have 5 million budget. In total, this year the Ministry will allocate 382.7 million euros to the autonomous communities, 195% more than in 2018. Since that year, more than 4 billion euros have been allocated to these programmes.
