According to the Crime Balance for the first quarter of 2025, La Rioja ended March reaching 1,663 Civil Guard and National Police personnel, a figure that represents the record number of agents available in the autonomous community. Specifically, there are 1,351 members of the Civil Guard and 312 members of the National Police.
Taking into account the force data, the staff of both bodies in La Rioja increases by 13.3% compared to 2018: 165 new civilian guards and 30 new national police.

The Government delegate in La Rioja, Beatriz Arraiz Nalda, explains that the progressive recovery of the workforce since 2018 has been possible thanks to the successive public employment offers convened on the joint initiative of the Ministry of Finance and Public Function and the Ministry of the Interior.
It also points out that this reinforcement of human resources in the State Security Forces and Corps means that La Rioja is consolidated as the fourth safest autonomous community in the country and, in addition, greater police effectiveness, both in the clarified infractions and in the number of detainees and investigated.
As for the safety data included in the Crime Balance of the first quarter of 2025, the crime rate stood at 36.9 criminal offenses per thousand inhabitants, below the Spanish average of 50.2.
Compared to the data obtained at the end of 2024, the Rioja community practically remains at the same rate and only records a tenth increase (36.8 in December 2024).
This Crime Report, published on the website of the Ministry of the Interior, shows the evolution of criminal offences registered by the National Police and Civil Guard in La Rioja. Thus, from March 2024 to March 2025, the State Security Forces learned of a total of 11,964.
On the other hand, the percentage of clarified criminal offenses from January to March was 46.2% compared to 42.1% at the end of 2024. In addition, the rate of detainees and investigated for every 1,000 criminal offenses was 304, 15 points more than in December last year.
In the breakdown by type of crime, while the conventional one has decreased by 5.8% with respect to the same period of the previous year (January-March 2024: 2,312 known criminal offenses; January-March 2025: 2.177), the sharp increase in cybercrime is significant, with a variation of +30.9% (January-March 2024: 517 criminal offenses committed in/through cyber; January-March 2025: 677).
This increase in cybercrime has had a direct impact on the increase in the crime rate.
On the other hand, the subtractions in agricultural or livestock farms have registered a decrease from January to March in La Rioja: 36 in the first quarter of 2024 and 25 in this same period of this year.
Logroño and Calsalvo
This crime balance provides a collection of data on criminal offences recorded in localities with a population of over 20,000 inhabitants.
With regard to the crime data recorded in the Rioja capital, the crime rate was 37.8, which is eight tenths higher than that recorded at the end of 2024 (37).
During the first three months, Logroño recorded 1.3% more conventional crime compared to January March 2024 (1,057 crimes in 2024 and 1,071 in 2024). Likewise, cybercrime has also increased by 38.9%: compared to the 265 criminal offenses committed in/by cyber from January to March 2024 to 368 in 2024.
For its part, it can be noted that the crime rate in Calsalvo has dropped considerably compared to the end of 2024, from 54.8 to 50.9.
In Calahorsa, if we compare the first quarter of this year and the previous one, conventional crime has fallen by 33% (324 at the end of March 2025 compared to 217 in 2025). On the contrary, cybercrime has increased by 29.4%, 34 compared to 44.
