The BOR publishes today, August 22, the Resolution of the Provincial Traffic Headquarters of La Rioja that establishes special measures in the regulation of traffic for agricultural special vehicles and their assemblies, on the LO-20 motorway and on the A-13 motorway, during the harvest.
Specifically, the days and times authorized are from August 28 to October 29, 2024, from sunrise to sunset -only in daytime hours.
Due to the harvest, the traffic of special agricultural vehicles and their ensembles increases significantly, particularly affecting the roads in the area of influence of Logroño.
In this regard, the circulation of special agricultural vehicles and their assemblies converges, on certain tracks, generally without asphalt, with the intensive use of these by pedestrians because these tracks are there.
To avoid this, the resolution of the DGT establishes that special agricultural vehicles and their sets, whose natural itinerary runs along one of the roads included in the Camino de Santiago as it passes through Logroño, must carry out the mandatory monitoring of the following specific itineraries, with regard to the competence of this Provincial Traffic Headquarters:
- Motorway LO-20, in the direction of Santander, from its beginning, kilometric point (p.k.) 0,000, until p.k. 4,450, and from the P.K. 12,500, Arco de Navarrete, until its completion, p.k.17,900, and in the direction of Zaragoza, from its beginning, p.k. 0,000 until p.k. 4,250, and from its end, on the N-232 (Fuenmayor straight), p.k. 17,900, until p.k. 12,500, Arch of Navarrete.
- Motorway A-13, in both directions, between the p.k. 2,000 and the province boundary with Navarre, p.k. 5,200.
Conditions
The Resolution of the Provincial Traffic Headquarters establishes a series of traffic conditions during this period:
- Authorized days and times: from August 28 to October 29, 2024, from sunrise to sunset (daytime only).
- Restricted days and times:
- This itinerary may not be used by special agricultural vehicles and their assemblies during the restricted periods in the Resolution of 24 January 2024 of the Directorate-General for Traffic, which establishes special traffic regulation measures during the year 2024.
- It will not be possible to use this itinerary, for special agricultural vehicles and their sets, between 15:00 hours of August 30 and 24 hours of September 1, on the occasion of the Special Traffic Operation 'Return of the summer'.
- For adverse weather conditions or when traffic conditions so warrant, the authority responsible for traffic control may restrict traffic to such vehicles for such time as it deems necessary.
On the other hand, agricultural special vehicles and their assemblies, regardless of their maximum authorised mass, shall run along the roadside as close as possible to the right edge of the roadway.
They will circulate individually or forming a Convoy, which will be formed by a maximum of three vehicles and which will require accompaniment of a pilot vehicle marked with the V-2 signal.
Likewise, during the period in which the alternative route tracking is established for agricultural special vehicles and their assemblies, the maximum speed of movement in the affected sections of the LO-20 and the A-13 shall be limited to 80 km/h, by means of the variable signalling available in those sections and provided that the speed is adapted to the circumstantial signalling of the track, such as works of improvement or other actions on the affected tracks, where appropriate.
Finally, the presence of agricultural vehicles and their assemblies along the roadside will be signaled in the variable message panels.
