According to what was announced by the Ministry of Finance and Public Function after the meeting of the Fiscal and Financial Policy Council on Monday, La Rioja will receive 1.256 billion euros in account deliveries during the financial year 2024.
As the delegate of the Government of the Government of the Autonomous Community has reported, “it is the largest figure in history and represents an increase of 7.9% compared to the 1.165 million euros that it will have received in terms of deliveries on account during 2023”.
In addition, Arraiz Nalda has specified that in the coming year the financing system for the year corresponding to 2022 will be liquidated. The forecasts indicate that La Rioja, for this concept, will receive 196 million euros.
These amounts mean that the autonomous community will have a total of 1,442 million euros from the autonomous financing system, taking into account the refund of advances due to the postponement of the negative settlements of 2008 and 2009.
According to the objective data, the delegate recalled that “in the Government stage of President Pedro Sánchez La Rioja will have had resources worth 7,013 million euros. This figure includes, in addition to regular funding, the distribution of extraordinary funds that the Executive mobilized to counteract the effects of COVID-19.”
Therefore, he stressed that “this commitment of the Spanish Executive to our autonomous community implies that, in the last six years, La Rioja will have had a funding of 40.2% higher than that received during the term of Mariano Rajoy”.
Commitment of the Government of Spain to the autonomous communities
Arraiz Nalda has explained that the payments on account are the substantial part of the system of autonomous financing and are calculated from the tax resources that are estimated to be paid throughout the year as IRPF (the autonomous tariff) and the percentages that mark the law, which corresponds to each autonomous community of VAT and Special Taxes and that the central State advances.
Its calculation is linked to the information available at the current time of preparation of the preliminary draft Law on General State Budgets for 2024.
As explained by the delegate, the autonomous communities will receive a total of 134,658 million euros in account deliveries. It is the largest figure in history and represents an increase of 8.3%, compared to the volume of those of 2023. This figure, together with the liquidations of 2022, reaches 154,467 million euros next year.
“These are numbers that confirm the commitment of the Government of Spain to the sufficiency of resources for all territories, so that they can provide the highest quality public services for which they are responsible,” he said.
In this sense, he added that the increase in the payments on account is a reflection of the forecast that the economic growth of Spain will continue next year and is also a symptom that the measures developed by the national government to mitigate the economic consequences of the pandemic and now of the invasion of Ukraine have an effect to give continuity to the recovery and job creation.
The delegate pointed out that this measure will make it easier for La Rioja and the other autonomous communities to finance their administrative actions and social policies.
Therefore, he stressed that “this reason is the main reason why the Government of Spain has increased resources for the regions every year, given the priority of guaranteeing a Welfare State that is strengthened to respond to the demands of the citizens”.
In this way, it has concluded that the commitment of the national executive is firm with the autonomous communities because it is aware that they provide public services as essential for citizens as health, education or social services. Therefore, it has expressed its agreement with the policy of increasing each year the necessary resources for La Rioja and other territories so that they have an economic capacity with which to carry out these fundamental public services so that the people of Rioja and Rioja have the highest possible quality of assistance.
