From tomorrow and until October 15, 2023, the deadline for applying for aid from the 2% Cultural Program of the Ministry of Transport, Mobility and Urban Agenda (Mitma) for the conservation or enrichment of real estate of the Spanish Historical Heritage opens, with a maximum budget of 80 million euros, 20 million euros more than in the previous edition.
Through its publication in the Official State Gazette last July, Mitma called for grants to finance works of conservation or enrichment of real estate of the Spanish Historical Heritage, within the 2% Cultural Program.
The purpose of the program is to cofinance actions of recovery or enrichment of properties declared Asset of Cultural Interest, of public ownership and use, or private non-profit ownership, but ceded to public use. Real estate belonging to the UNESCO World Heritage Site may also be eligible in any case.
Thus, it is planned to mobilize a total investment of more than 110 million euros and act in more than 100 actions distributed throughout the national territory.
The call is held in competitive competition and is addressed to local entities, Autonomous Communities, Provincial and Provincial Councils, public entities, such as universities or consortia, and public or private non-profit foundations, as established in Order FOM/1932/2014, which approves the regulatory bases for the granting of aid.
The program has become an essential tool of collaboration for the conservation and enhancement of our architectural heritage, prioritizing the generation of activity, creating employment and regenerating urban or rural environments.
Program 2% Cultural
The Program of Conservation of the Artistic Historical Heritage, Actions of 2% Cultural, is one of the instruments of the General Administration of the State to respond to the constitutional mandate by which the Public Powers must guarantee the conservation and promote the enrichment of the historical, cultural and artistic heritage of the peoples of Spain and the goods that make up it.
Following the establishment of the new competitive competition procedure, in the Sixth Partnership Agreement between the former Ministries of Development and of Education, Culture and Sport, there are already four published calls for aid.
With this new call, in accordance with the provisions of the VIII collaboration agreement between Mitma and the Ministry of Culture and Sport, it has a budget obtained from the application of the percentage of 2% of the public works it manages.
Mitma, jointly with the Ministry of Culture and Sport, processes the funds it generates for this program and raised in 2014 its contribution percentage from 1 to 1.5%, establishing a new procedure for the call for grants in competitive competition.
Subsequently, with the publication of Law 14/2021, of October 11, amending Royal Decree-Law 17/2020, of May 5, approving measures to support the cultural and tax sector to face the economic and social impact of COVID-2019, the aforementioned percentage was raised from 1.5% to 2%, being reflected in the VIII Collaboration Agreement between the two Ministerial Departments, signed on December 22, 2022 and valid until December 31, 2026.
