The Ministry of Transport, Mobility and Urban Agenda (Mitma) has published today in the Official State Gazette (BOE) the announcement of tender for the restoration works of the plinths of the interior of the Collegiate Church of San Miguel Arcángel de Alfaro, in Rioja.
The amount of the tender for the work, which amounts to 687,817.43 euros, will be financed entirely by the Ministry, from the credits of the Architectural Rehabilitation Program, which is managed by the General Directorate of Urban Agenda and Architecture.
The deadline for the receipt of offers or requests to participate is 14:30 hours on August 25, 2023. Likewise, a period of 6 months has been established for the execution of the work.
The Collegiate Church of San Miguel Arcángel is a Catholic temple located in the Plaza de España in Alfaro, declared a National Monument on April 23, 1976. It is the largest sanctuary in La Rioja and the only collegiate in Spain made entirely of brick.
Contemplated performances
The main objective of the works is to alleviate the main consequences caused by the great humidity arising from the effects of the capillary and which has deteriorated, over time, the bases of pillars and pilasters and the mortar of the walls to variable levels, causing detachments in much of it.
To this end, removable wooden bases and plinths will be used, with the application of water-repellent treatment, which will allow a continuous ventilation of the plinths and will allow the periodic cleaning of the salts.
On the other hand, the walls affected by the deterioration of the mortars will be repaired through the realization of a new lime coating, to provide the temple with an adequate image, in accordance with its needs and use, as well as with its important historical-artistic values.
Previously, the Ministry has intervened in different phases in the College, providing an amount of more than 6 million euros between the years 2004 and 2009.
Architectural and 2% Cultural Rehabilitation Program
This action to protect and safeguard the Spanish Cultural Heritage is carried out within the framework of the Architectural Heritage Rehabilitation Program. This Program consists of the execution of relevant works of rehabilitation of the Spanish architectural heritage and endowment of public facilities with the budgets of the Ministry.
In these cases, Mitma acts as a contracting body for the works, being allocated an investment in the General State Budgets for 2023 close to 24 million euros to this Program.
In addition, the Ministry finances another significant number of rehabilitation actions through the Cultural 2% Programme, which is one of the instruments of the General Administration of the State to respond to the constitutional mandate by which the public authorities must guarantee the conservation and promote the enrichment of the historical, cultural and artistic heritage of the peoples of Spain and the goods that make up it.
Following the establishment of the new competitive competition procedure, in the VII Partnership Agreement between the former Ministries of Development and of Education, Culture and Sports, there are already four published calls for aid.
In addition, with the signing last December of the VIII collaboration agreement between Mitma and the Ministry of Culture and Sport, it has been decided to increase again the percentage from 1.5% to 2% for the next call for aid that will be published during this year 2023.
