The delegate of the Government in La Rioja, Beatriz Arraiz Nalda, stressed that “we began 2023 advancing in the commitment to dignify pensions by guaranteeing by law the maintenance of the purchasing power of pensioners in La Rioja”.
Arraiz Nalda has commented that the pension system is one of the main assets of our welfare state. Therefore, “the Government of Spain has fulfilled its commitment to revalue pensions by law with the main objective that pensioners of now and of the future have the right to a safe and dignified pension”.
In particular, the revaluation in 2023 of the Minimum Vital Income and non-contributory pensions amounts to 15% and contributory pensions 8.5%, which corresponds to the average value of the year-on-year variation rates of the consumer price index (CPI) between December 2021 and November 2022.
As the delegate insisted, “in this context with high inflation and great international uncertainty, it is when it makes the most sense, if possible, for pensioners who do not have the capacity to react in these situations, to be guaranteed their purchasing power”.
In this regard, he added that the Government of Spain is demonstrating that there is another way to face a crisis by shielding the purchasing power of pensioners against the 0.25% annual revaluation imposed by the PP in 2013.
To compare the revaluation proposed by the central government of the PP in 2013 and the current one according to the CPI, Arraiz Nalda has specified that if the previous system had been applied, the average retirement of La Rioja would have risen just 39.2 euros a year in 2023 and, therefore, “this minimum increase would have meant a strong loss of its purchasing power”.
Faced with this minimal increase, he explained that with the Government of Spain led by Pedro Sánchez, the increase in retirement pay for Rioja and Rioja will be 1,455.58 euros on average per year in La Rioja.
With these objective data, this revaluation of the pension means that in practice, Rioja pensioners will receive in 2023 something more than an extra monthly payment or, which is the same, fifteen payments per year.
Hence, he confirmed that “the formula established by this Government gives certainty to pensioners, who do not have the capacity to react to a change of context, and generates confidence in future pensioners, to whom it is transmitted that the pension system is financially and socially sustainable”.
The delegate stressed that “the revaluation of pensions is not an economic measure; it is a right”, as contemplated in article 50 of the Spanish Constitution, the doctrine of the Constitutional Court, the doctrine of the Court of Justice of the European Union, the doctrine of the Court of Human Rights.
Average pension in La Rioja
In this regard, the delegate has detailed that 72,124 Rioja and Rioja with a contributory pension are entering their first payroll of the year this January, which includes revaluation linked to inflation.
By type of contributory pension, the average pension as of January 2023 in La Rioja amounts to:

Taking into account that the average contributory pension for retirement in La Rioja, the Government delegate has stressed that the evolution is very clear. “While a retiree from Rioja paid an average of 1,055.07 euros per month in 2018, in January 2023 he will pay 1,313.60 euros per month,” he said.
With respect to 2021, the increase in the payroll of the average contributory retirement in La Rioja is 103.97 euros per month.

Gender Gap Plugins
With regard to gender gap supplements, as of January 1, 3,117 pensions in La Rioja have benefited from it. The average monthly amount of this supplement in the pension is 63 euros.
Of the 3,117 supplementary pensions, 765 are pensioners with one child, who previously did not have access to the maternity supplement. In addition, 1,551 beneficiaries have two children; 553 with three and 248 people with four children.
The gender gap supplement, in force since February 2021, consists of a fixed amount, after the revaluation applied in 2023, of 30.40 euros per month per child, which applies from the first child, unlike the previous maternity supplement. It is requested at the same time as the pension is requested.
On the other hand, in La Rioja 14,873 minimum supplements are paid, 20.6% of the total pensions. These pensions are those that receive a supplementary amount that is added to the amount of the pension, in its contributory form, when they do not reach the minimum legally established.
