The Ministry of Agriculture, Fisheries and Food allocates more than 12.7 million euros from the national reserve of basic payment for the installation of new farmers and ranchers
The Spanish Agricultural Guarantee Fund (FEGA) has allocated 12,796,785 euros from the national reserve of basic payment of the Common Agricultural Policy (CAP) to 2,488 farmers and ranchers who start their activity, corresponding to the campaign of 2022. The average allocation per beneficiary reaches 5,143.40 euros.
This allocation is one of the measures envisaged in the first pillar of the CAP to support young and new farmers who meet certain installation and training conditions laid down in the regulations.
85% of the beneficiaries of this payment, 2,124 farmers and livestock farmers, are young people, who have received a total allocation of 10,881,667.52 euros (5,123.20 euros on average per beneficiary).
In addition, the National Basic Payment Reserve has granted a total of EUR 1,915,116.90 to other farmers and ranchers starting farming, to be distributed among 364 beneficiaries, which means an average allocation of EUR 5,261.31 per beneficiary.
According to the information sent by the autonomous communities to the EAGGF basic payment rights management database, the final distribution of the national reserve 2022 has been as follows:

These data consolidate the trend of growth in the allocation of the national reserve observed in the period 2015-2022 with respect to the previous stage of the CAP (2007-2014). Thus, in the last cycle as a whole, basic payment rights have been allocated to 26,092 farmers and ranchers for an amount of more than 135 million euros, with an average of 16.9 million euros per year, when in the previous period this annual average was five million euros.
Compared to the annual average of 1,050 young people who received rights from the reserve between 2007 and 2014, in the period 2015-2022 2,845 young people have been served each year.
The results of the allocation of the national basic payment reserve in the 2022 campaign confirm the correct functioning of this mechanism as a fundamental tool for income support, within the framework of the incorporation of young farmers and ranchers in Spain.
For all beneficiaries of this allocation of rights from the national reserve of the 2022 campaign, the definitive conversion of their basic payment rights to basic income support rights for sustainability will be carried out within the framework of the 2023 application campaign.
Young people and other farmers and ranchers who start farming will continue to have priority in the national reserve allocations of the new basic income support for sustainability for the period 2023-2027.
