The Minimum Vital Income was launched in the midst of a pandemic and is no longer an emergency response, it is a solid, lively and necessary public policy that will continue to evolve to better protect those who need it most, to combat social exclusion and exclusion in our country. Since the entry into force of this policy, Social Security has allocated 15,348.6 million euros to pay the payroll for this benefit.

In Ceuta, the Minimum Vital Income (IMV) payroll in May reached 2,710 households in which 11,138 people live, according to the latest statistics published by the National Social Security Institute (INSS). The average benefit amount in Ceuta is €648.39 per month per household and, overall, this month’s payroll has amounted to €1,863,362.71

The IMV is a benefit aimed at preventing the risk of poverty and social exclusion of people who live alone or are integrated into a coexistence unit and lack basic economic resources. In addition, one of its main objectives is to address child poverty, and in this regard it should be noted that 41.5% of the beneficiaries are children and adolescents, 910,167 in May, in more than two-thirds of the households covered by the IMV, minors live together, specifically 69.4%. In total, there are almost 500,000 households with minors (497,566) among which there are 124,825 single parents.
In Ceuta, 84.30% of the living units receiving this benefit in May are households with minors (2,177). Among them, there are 402 single-parent households. If we look at the profile of the IMV beneficiaries, 44.27% are minors, specifically: 4.931
One of the main tools to combat the risk of child poverty is the Child Aid Supplement (CAPI). This month, the ICSC has reached 2,300 units of coexistence. This form of IMV involves an aid of 115 euros per household per month in the case of children from 0 to 3 years; 80.5 euros per month for each child between 3 and 6 years; and 57.5 euros per month for each child between 6 and 18 years. The average amount of the supplement this month has been 68.23 euros for each minor.
Female profile
The beneficiaries of the IMV in Ceuta, are also characterized by having a strong female profile. In June, 64.72% of the headlines and 52.14% of the beneficiaries are women.
In cumulative terms since June 2020
Since the entry into force of this policy, Social Security has earmarked 72,384,351.02 € for the payment of payroll for IMV benefits in Ceuta.
Since June 2020, when this benefit was launched, in the midst of a pandemic, the IMV, in Ceuta has reached 4,527 homes and has protected the 17,926 people who are part of them, where 8,315, are children and adolescents, 46.38% of the total.
Gateway to the IMV from the unemployment care allowance
Recipients of the unemployment benefit who exhaust this benefit without having achieved a job will be able to move to the Minimum Vital Income (MVI), thanks to the new procedure that regulates this transition, simplifies procedures and eliminates administrative burdens. The beneficiaries will no longer have to apply for the IMV or provide any documentation.
The importance of this new measure must be highlighted, as a decisive step to simplify access to the Minimum Vital Income (MVI) and guarantee a fairer and more efficient system. With the implementation of this gateway, administrative barriers are eliminated and it is made easier for vulnerable citizens to receive the help they need automatically, without cumbersome procedures or unnecessary delays.
This innovation makes it possible to speed up the transition from unemployment benefit to IMV for those who meet the requirements, ensuring continuity in the economic protection of families: Work continues to ensure that this benefit reaches those who need it most, strengthening our social protection system.
An automatic procedure
The operation of this “passerelle” between both features works as follows:
1. During the quarter prior to the expiration of the unemployment benefit, the SEPE will inform the beneficiary about the possibility of sending his data and those of his family unit, in order to process the IMV benefit.
2. The beneficiary must sign a responsible declaration in which he gives his consent and certifies that he has the consent of the members of his family unit, where appropriate, as well as other aspects related to the accreditation of compliance with the requirements to access the provision of the minimum vital income by this means.
3. If the responsible declaration is signed, the SEPE will send the necessary information to the INSS within ten days after the expiration of the subsidy.
4. In case of recognition of the right to the IMV, the date of the causative event will be the date of the exhaustion of the subsidy, and the economic effects will occur on the first day of the month following the exhaustion of the subsidy. The person who holds the Minimum Vital Income will, in any case, be the one who would benefit from the unemployment benefit.
For those cases in which this procedure cannot be used or when citizens have not given their consent, the interested parties can submit their application very easily on the new INSS portal https://prestaciones.seg-social.es/, by postal mail or in the Social Security Information and Attention Centers (CAISS).
This measure represents a very important advance to speed up and facilitate access to the provision of the Minimum Vital Income.
New phone 020
They are not the only new features related to the IMV that have started to work recently, at the end of last year the short phone 020 began to work, a specific service of attention and information on the Minimum Vital Income.
It is free, nationwide in scope, and allows citizens to request information on the provision, receive guidance to use the electronic services, know the status of their file or know the requirements of the child support supplement, among many other queries.
