The Guadalquivir Hydrographic Confederation (CHG), an agency under the Ministry for Ecological Transition and Demographic Challenge (MITECO), has agreed to grant the Autonomous City of Ceuta the service roads of the reservoirs of Hell and Renegade, which manages this basin agency. The concession is free of charge and is made for a duration of 30 years.
These lands were once expropriated for the construction of the Renegade reservoirs, inaugurated in 1972 with a capacity of 1,645 hm3, and the smallest of Hell, whose works ended in 1998 and has a space for 0.60 hm3. The roads have an approximate length of 1.70 and 1.90 kilometers respectively.
These roads will be used by the Ceuta population as a leisure and recreation area, where activities such as running, walking, making use of soups and others of general interest are carried out without profit. The concession is thus granted for the pedestrian or cyclist enjoyment of the space, in no case for motor vehicles except for cleaning and surveillance tasks.
The CHG considers that the purpose of these activities does not affect the body’s own competences over the hydraulic public domain, so it has decided to approve the demanial concession of the land. Regardless of this, the roads will continue to be affected by the exploitation of the reservoirs and the concession is granted without prejudice to the right of ownership.
The opening of the perimeter roads must be adapted to the hours from 8 am to 8 pm, from May to September, and from 8 am to 6 pm, from October to April.
