On January 22 and 23, technicians from the Infrastructure and Cultural Equipment Management, accompanied by the technician responsible for the Provincial Directorate of the Ministry of Education, Vocational Training and Sports in Ceuta, carried out a new round of follow-up visits and coordination of the improvement actions that are being carried out in the institutes of our city, while progress continues to be made in the full digitalization of the classrooms of all its educational centers.
The Management of Infrastructure and Cultural Equipment is an Autonomous Agency, attached to the Ministry of Culture, which has signed, since July 2021, an agreement with the Ministry of Education, Vocational Training and Sports to continue making investments in infrastructure and equipment, as well as actions related to the management of the real estate assets of educational centers dependent on this Ministry.
To this end, based on the planning agreed in the Follow-up Commission established in this Agreement, of which representatives of the Ministry and the Management are part, the forms of action are specified to address the needs detected from the Provincial Directorate and thus in 2023 it was determined to prioritize the improvement in the infrastructures of the buildings of the Institutes and Vocational Training Center, as well as to continue contracting the necessary technological endowments that guarantee that all the non-university educational centers supported with public funding of the city have fully digitized and sufficient portable endowments for the students that require it in educational cases or digital opportunity.
Actions in infrastructure works in the Institutes
IES. Luis de Camoens
In this center, action is being taken in 2 areas:
1. The repair of the perimeter wall and pavement of the sports patio and improvement actions in the interior coverings. These works began in August 2023, were suspended in November because they were incompatible in that phase with the teaching activity, were resumed during the Christmas holidays and are practically finished. The total final investment of the cost of the work and associated optional direction services is estimated to be close to 50,000 euros.
2. The waterproofing of the gym cover. On October 5, 2023, the contract was awarded for the drafting of the project of this future work that is expected to be tendered and started in 2024 for a total cost of performance that is estimated to be close to 300,000 euros.
IES. Gates of the Field
Also, in this IES a double performance is taking place:
1. The Reform of the patio and the gymnasium of the property where the old Faculty of Pedagogy was. These works were started in August 2023 with a contract value slightly higher than 300,000 euros, but the need for modification of the original project detected during the execution of the work, modified still in valuation, will delay the completion and cost of these works, still without a precise completion date, but within the exercise of 2024.
2. The improvement of the acoustic insulation of the classrooms of this property, works already completed in December 2023, with a final cost of approximately 47,000 euros.
In the IES Almina, Abyla and Siete Colinas a damage study has been contracted and received to know the state of conservation of the foundation of its buildings and detect the possible existence of leaks or settlements that may have caused the cracks that appeared to determine the next actions of repairs to be undertaken that will be proposed and executed throughout the year 2024.
In addition, in each of them the following actions are being carried out:
IES. Almina
During 2023, the renovation works of the electrical installation of the Ground Floor and First Floor of this Institute have been executed, which were received on December 19, 2023, with a final cost of action that will approach 180,000 euros.
Likewise, in August 2023 work began for the installation of non-slip flooring in the automotive classrooms and new forced ventilation equipment in the kitchen, works very close to completion, which had to be suspended in the month of November to resume after the Christmas period and whose final cost will be around 47,000 euros.
By 2024 it is planned to start a performance of reinforcement works of wall and crack stitching in the Annex building, for which the contracting of the drafting of the corresponding project has been initiated.
IES. Abyla
On December 20th, the repair and maintenance work began on the roof structure of the sports court of the IES Abyla, in Ceuta, which began to coincide with the Christmas school holidays to meet the execution time initially estimated in 2 months and which with the associated optional management service is estimated to reach an investment slightly higher than 45,000 euros.
IES. Seven Hills
In the first half of 2023, the works of dismantling and removal of the roof of the parking lot of the IES Siete Colinas were carried out in this center, for an action value slightly less than 15,000 euros and in the second half the exterior space of the modules of professional training of civil works and buildings has been conditioned for a total action value of approximately 47,000 euros.
These works of conservation and improvement of our centers are collected as one of the measures of the Integral Plan of Socioeconomic Development of the city of Ceuta.
Digital transformation
In terms of the improvement of the technological endowments of the centers, Ceuta participates in the Digital Transformation of Education Project included in the Recovery, Transformation and Resilience Plan presented by the Government of Spain to the European Union and which after its approval receives the financing of the necessary investments through the Community program known as UE-Next Generation.
The development of this program is carried out through the contracting of the necessary investments by the Management, with the planning and collaboration in its implementation of the computer unit of the Provincial Directorate, actions that must end on December 31, 2025 and that are developed in 2 lines:
1. The so-called “Provision of portable devices to reduce the digital divide between students in public schools” whose objective is to ensure that all non-university public schools in the city have sufficient provision of laptops, tablets and maintenance elements for use by students with greater difficulties to access them with control of their school in cases of need due to the impossibility of attending face-to-face classes or for use for pedagogical purposes.
To this end, the Management has contracted the acquisition of 1,286 devices and their corresponding cargo cabinets with an investment of close to 435,000 euros, the last of which will be delivered before the end of the first half of 2024, thus ending the actions in this line completion of actions that will represent an advance on the expected temporary milestone of more than a year and a half.
1. The second line of the aforementioned community plan is called “Installation and maintenance of Interactive Digital Classrooms, with interactive digital systems (SDI) in those classrooms of educational centers, financed with public funds, that provide official teachings other than university” whose objective is to ensure the full digitization of these classrooms.”
In this line, the actions began in 2023 with the contracting of the installation of 751 new high-performance digital whiteboards, the relocation of the existing ones with useful life and the withdrawal of the amortized ones, all of them accompanied by the new computers and monitors necessary for their full operation as digital classrooms. The installation of all these devices is expected to end during the first quarter of 2024 and their final investment will be close to 1,345,000 euros.
Likewise, in this line, the contracting of the specific technological endowments for the centers that provide vocational training modules has begun with a final investment that is estimated to remain close to 1,740,000 euros and whose installation will be done mainly during 2024 to be completed during the first semester of 2025.
