Led by the Ministry of Territorial Policy, a meeting took place today in which representatives of the Ministry of Territorial Policy, the IDEA, the Autonomous City of Ceuta and the Government Delegation participated in order to promote and encourage self-consumption of energy.
The characteristics of the City of Ceuta make self-consumption, taking advantage of the urbanized spaces for the generation of renewable energy, one of the main opportunities for the transition. In this sense, the Public Administrations can and must lead this impulse. Therefore, the installation of solar panels in public buildings is proposed to guarantee the self-consumption of energy by the Public Administrations.
This performance consists of the following steps:
1. The first action already defined this morning has been the identification of all the infrastructures in which to install solar panels. To this end, the Ministry of Territorial Policy is coordinating with the Ministries that have infrastructures and buildings in Ceuta, as well as with the local administration, the generation and unification of this inventory.
2. Tendering by the owners of the facilities or buildings of the projects for the execution of the self-consumption facilities.
3. Execution of the facilities.
The Institute for Diversification and Energy Saving (IDAE), whose representatives have also participated in this meeting, is advising on a technical level for the preparation of inventories and the tender of facilities.
Funding for this investment comes from the Recovery, Transformation and Resilience Plan.
In addition, as reflected in the Integral plan, energy communities are key to the participation of society as a whole in this transition and allow members of those communities to collectively benefit from renewable energy facilities.
This achieves numerous beneficial objectives, such as encouraging economic savings, avoiding dependence on conventional electricity companies, increasing competitiveness in the industrial sector, improving environmental conditions, increasing distributed renewable energy or reducing fossil fuels used. An important social gain is also achieved, involving citizens in the development of tools that improve their quality of life.
The current regulations allow self-consumption renewable generation facilities to be shared with consumers at a distance of 500m. Given the geographical characteristics of Ceuta, with a limited number of facilities correctly distributed in the territory, it is possible to cover almost all of these territories with facilities that can be shared. Therefore, it is contemplated the deployment of these facilities in public buildings or others, in which a part of the renewable generation is shared with certain key groups, such as vulnerable households.
To this end, a working group will be formed, led by the Ministry of Territorial Policy, together with the Institute for Diversification and Energy Saving (IDAE) and the regional administration, to identify:
1. In line with the E1.M14 measure, the inventory of possible public buildings capable of hosting these facilities.
2. Other agents in a position to offer their roofs or roofs for this type of action.
3. The vulnerability criteria by which the regional administration will identify the housing that can be accommodated.
