June 19, 2024.- The General Conference on University Policy, held this Wednesday and chaired by the Minister of Science, Innovation and Universities, Diana Morant, has ratified the approval of the Program for the Incorporation of Teaching and Research Talent to Spanish Public Universities, which will allocate 10,797,461 euros to Catalonia for the incorporation of 705 professors/assistant doctors to their public universities.
With this program, the Government will finance the hiring of 3,400 assistant professors from the next academic year 2024-2025 for six years in Spanish public universities. The result of the vote was 17 votes in favour (one Ministry and 16 Autonomous Communities) and one vote against (a single Autonomous Community).
The General Conference on University Policy, formed by the Ministry of Science, Innovation and Universities (MICIU) and the autonomous communities, has given the green light to the initial investment of 46.7 million euros for the implementation of the program in all the autonomies and the UNED, as well as the distribution criteria, authorized on Tuesday by the Council of Ministers.

The EUR 46.7 million authorised yesterday by the Council of Ministers will cover, during the period from 1 September to 31 December 2024, the cost of the 3,400 teaching assistant doctor positions. EUR 150 million of investment per academic year In total, MICIU will allocate an amount of EUR 150 million per academic year from the 2024-2025 academic year and during the six years of this contract modality, for the financing of these places, which will subsequently have to stabilise the universities.
The minister has said that, after this decision by the General Conference on University Policy, “the agreements and agreements with the Autonomous Communities that want to participate in the Program will be signed.” “Today a fundamental step has been taken. Now we have to take another step as important as this with the signing of the agreements so that the Government of the State and the autonomous communities commit ourselves to make all the necessary changes in the universities to lower the temporality from the current 49% on average to 20%, which is the objective set in the Organic Law of the University System (LOSU),” said Morant.
By autonomous communities, this is the total distribution of teaching positions financed with funds from the Ministry and the autonomies, according to the criteria defined in the agreement and taking into account the total needs of teachers in each autonomous community:
