October 16, 2023.- The Ministry of Transport, Mobility and Urban Agenda (Mitma) has approved grants of 10.5 million euros to help citizens enrol in digital training and sustainability courses in the field of transport, mobility, logistics and the operation and maintenance of related infrastructures. In particular, Mitma has published the Ministerial Order establishing the bases for granting the aid and, soon, the call will be opened in non-competitive competition to be able to request the funds.
The grants, financed with the European NextGeneration EU funds, are aimed at natural persons (students, unemployed or workers in any sector) who carry out the training actions included in the Digital Training Check in Transport Program, developed within the framework of the Recovery Plan.
Register of training actions
The training actions can be taught by universities, university centers, Vocational Training centers and other training entities that have, among other requirements, a certified quality management system. The courses must have a maximum of 50 students per teacher, have a minimum duration of 150 hours and at least one third of the teaching hours, which can be taught in person, at a distance (virtual classroom) or mixed. Likewise, they must have ended on December 31, 2025.
The training actions must be registered in a Registry managed by SENASA (Services and Studies for Air Navigation and Aeronautical Safety), an agency dependent on Mitma, which will act as a collaborating entity of the program. Interested centres will be able to submit applications electronically at Mitma’s electronic headquarters.
Potential beneficiaries
The potential beneficiaries are the natural persons who wish to carry out the training actions, and access to the courses cannot be limited to the staff of a specific company. The aid will consist of the payment of the registration fee, VAT not included, up to a maximum of 1,000 euros. In order to access the grants, they must be Spanish citizens, family members or have authorization to stay or reside in Spanish territory.
The centers that have registered training actions in the Registry must submit the application for help to Senasa, on behalf of the natural persons who register, and discount the amount of the tuition fee. In case of not successfully completing the training, the student must pay the full amount.
The objective of this call is to train 7,000 students. “Trained pupil” means a person who has successfully completed the training and has received an accrediting diploma upon completion of the course.
Being a non-competitive concurrence, the concession resolutions will be issued in a rigorous order of presentation of the applications until the exhaustion of the funds. A provisional reserve list will be created in the event of possible waivers or a possible extension of the budget.

The Digital Training in Transport Check is part of the grant program for training courses for digital training and sustainability in the field of transport and mobility, included in component 19 of the Recovery, Transformation and Resilience Plan (PRTR). Overall, the programme has a budget of EUR 33 million to train 11,835 people in the digital skills needed to enable the transport and mobility sector to meet the challenges and take advantage of the opportunities offered by the digital economy.
In 2022 a call for grants was published aimed at universities, whereby €9.9 million was granted on 24 August 2023 a 16 public and private universities to give 61 different training actions, with a total of 219 editions, which aim to train 3,945 students.
In order to reach a greater number of students, and other professional and population sectors, the “Digital Training Check in Transport” Program establishes this new grant model, which accommodates more training centers and simplifies the application and management of aid both to final beneficiaries, students, and training entities.
