3 August 2023.- The Official State Gazette of 2 August has published Order TED/919/2023, of 21 July, amending the regulatory bases of Order TED/934/2022, of 23 September, approving the regulatory bases for the granting of competitive grants for the development of projects to improve the efficiency of the urban water cycle; the first call for grants (2022) for projects to improve the efficiency of the urban water cycle and the second call for grants (2023). Everything, framed in the Plan of Recovery, Transformation and Resilience (PERTE of digitalization of the water cycle).
This second call, which has a budget of 200 million, is aimed at projects of digitalization of the urban water cycle covering high water supply, distribution, sanitation and purification with the clear objective of improving knowledge of the uses of water, reducing losses, improving the efficiency of systems, optimizing energy expenditure, promoting transparency and communication with the citizens and the different public and private entities involved in the phases of the urban cycle. In addition, initiatives are included to make it easier for operators and service holders to meet and adapt to new water regulatory challenges. The whole set of actions are key in the context of drought in which the country is located.
In the same way as the first call, this second one establishes a credit reserve of 60 million that, if they are not exhausted, will be accumulated to the general line, for those applications whose territorial scope, either as a group or individually, integrates more than five municipalities. Also, the set of bankable actions will be divided into three blocks: planning (type A), implementation of efficiency improvement and digitization actions (type B) or information management (type C).
In addition, this call not only improves the intensity of the aid, which can now be up to 100%, but also increases the intensity of the aid in actions carried out in municipalities with up to 20,000 inhabitants compared to the 5,000 inhabitants of the previous call.
The aid will range from EUR 500,000 to EUR 10 million per project as a general rule, which will vary depending on the number of inhabitants of the municipalities in which the actions take place.

The deadline for submitting applications will be 30/10/2023 to 13/12/2023. To do this, all the information and documentation required will be provided on the corresponding web portal of the call and through the electronic HEADQUARTERS of the Ministry for Ecological Transition and the Demographic Challenge (MITECO).
