A total of 422,911 Leonese can exercise their right to vote on July 23
The subdelegate of the Government in León takes stock of the device for the elections to the Cortes Generales
July 20, 2023.- The deputy delegate of the Government in León, Faustino Sánchez Samartino, reports the electoral device on the occasion of the voting day of the general elections corresponding to July 23, 2023, in which 422,911 citizens will be able to vote, according to the electoral census in force for these elections closed on March 1, 2023.
In the general elections, the electoral constituency is the province. In León, 4 deputies are elected from the 350 members of Congress and 4 senators. The number of senators is not fixed, since there are 208 representatives elected by universal, free, equal, direct and secret suffrage and another group of members of the Senate elected by the legislative assemblies of the autonomous communities.
On Sunday, July 23, 422,911 people will be able to exercise their right to vote in the province of León, 9,160 fewer voters than in the last electoral call to the Cortes Generales held on November 10, 2019, and 12,670 new voters who have reached 18 years since that date are incorporated. In León, of the total number of voters, 48,645 are resident abroad and 31,015 have requested a vote by mail, according to the requests processed until July 14.
Four deputies and four senators will be elected for the provincial constituency that includes 211 municipalities and 232 districts. In León, 12 candidates have been presented to the Congress of Deputies and 11 candidates to the Senate. A total of 48 holders of 12 candidacies aspire to the seat of national deputy and 25 people of 11 candidacies aspire to the position of senator for the province of León.
Male incumbent candidates remain in the majority in both chambers, albeit by very little, 38 men compared to 35 women. In the candidacies for Congress by Leon, parity is met, while in the candidacies to the Senate 14 men and 11 women are presented.
Regarding the personal means of the electoral operation, 2,166 citizens will be part of the 722 electoral tables as holders (one president and two members per table), while 6,948 have been summoned as alternates. In total, 2,971 people participate directly in the electoral system next Sunday, of which 2,166 are board members, 722 are representatives of the Administration, 40 are personnel of the Subdelegation of the Government in León and 43 are members of the six electoral boards of the province.
Likewise, during the electoral day the Post Office puts in place a device with 175 posters, 140 in the rural area and 35 in the towns of León, La Bañeza, Astorga and Ponferrada, in order to deliver the vote by mail at the corresponding electoral tables, as well as collect the minutes and documentation corresponding to the closure of the electoral colleges.
With regard to material resources, about 1,500 ballot boxes, more than 400 booths, more than 6 million ballot papers, 4,332 instruction manuals for table members and 371 mobile devices for data transmission have been prepared for the conduct of the election day.
According to the Provincial Security Board, the Government Subdelegation in León has about 600 members of the National Police, 809 officers of the Civil Guard and the collaboration of 134 members of the Local Police in León, San Andrés del Rabanedo and Ponferrada, as well as the regular services of the rest of the local police in the province.
At Community level, only the provinces of León and Valladolid have requested accessible voting kits (6 and 14 respectively) for visually impaired people who know braille.
In addition, cognitive accessibility signage has been incorporated into the electoral premises of the Leonese capital installed at the IES Juan de la Enzina and at the headquarters of the Labour and Social Security Inspectorate, thanks to the collaboration of the Full Inclusion organization, which ensures compliance with the rights of people with intellectual disabilities.
The initiative is the result of collaboration between the Ministries of Interior and Full Inclusion through the CEACOG (Spanish Center for Cognitive Accessibility), a public body dependent on the Real Patronato on Disability. The accessible signaling system will be extended in upcoming electoral contests.
PROCEDURE
The electoral meeting of next Sunday has been convened by virtue of Royal Decree 400/2023, of May 29, dissolving the Congress of Deputies and the Senate and calling for general elections, published in the Official State Gazette on May 30, 2023.
There is a novelty in these elections with respect to those of 2019. Organic Law 12/2022, of September 30, reformed article 75 of LOREG, for the regulation of the exercise of the vote by Spaniards living abroad. He suppressed the so-called rogado vote, so that Spaniards living abroad receive the electoral documentation without having to request it.
In these elections, all older Spaniards registered in the electoral census can vote, both residents in Spain (the so-called CER) and residents abroad (the CERA). Persons sentenced by a final court ruling to the penalty of deprivation of the right to vote may not vote.
The electoral census in force for these elections is the one closed on March 1, 2023, which records the movements reported by the municipalities, consulates and civil registers produced until February 27, 2023. In addition, the estimated claims that may have been filed up to June 12 are incorporated.
The procedure to be followed on Election Day is the same as in all elections. The constitution of the tables and the verification of the material is carried out between 08:00 and 09:00 hours. At nine o’clock in the morning the vote begins, which will last until eight o’clock in the afternoon.
At that time the vote is closed. If people who have not yet voted remain at the polling place, or at the entrance to it, the Bureau will let them vote, and will not allow anyone else to do so. The President of the Bureau shall then insert the envelopes containing the ballot papers sent by mail into the respective ballot box. The members of the Bureau will then be able to vote.
For the ballot, the following order will be followed: first the elections to the Congress of Deputies and then the elections to the Senate.
The representatives of the administration will transfer to the data centers the constitution of the tables, at 09:00 hours. At 14:00 hours, the first advance of participation. And at 18:00 hours, the second advance of participation. On the website that is enabled for this purpose and in the application for mobile phones, citizens will have complete information about this data.
The website https://elecciones.generales23j.es/ collects relevant information for citizens on how to exercise their right to vote, the electoral calendar, or the different candidacies that are presented, among other issues.
The website facilitates navigation through the different contents that are integrated around four main sections: general information, political formations, people who make up the tables and accessibility.
The voters can resolve in this portal any doubts about the opening hours of the schools or about the personal identification documents that must be presented at the polling stations.
