July 11, 2023.- The Council of Ministers, at its meeting today and on the proposal of the Ministry of Transport, Mobility and Urban Agenda (Mitma) and the Ministry of Territorial Policy, has authorized the signing of an addendum to the agreement signed on September 21, 2021 between Mitma, the Ministry of Environment, Housing and Land Planning of the Junta de Castilla y León, the City of Palencia and the Provincial Council of Palencia, for the execution of the rehabilitation works of the former factory “La Tejera.” The aim is to transform the building into a training centre, congresses and fairs.
For the execution of these works, for an amount of 5,366,552.19 euros (VAT included), the distribution of the contributions is maintained as established: Mitma finances 50% of the total cost (2,683,276.09 euros); the Board contributes 20%; the City Council another 20%; and the Provincial Council the remaining 10%.
Due to the increase in prices in the construction sector due to the consequences of the war in Ukraine and in order not to increase the total amount of the works, the various participating administrations reached the agreement not to execute the project approved in its entirety through a first addendum (authorized in the Council of Ministers on October 4, 2022 and signed on December 19) that, without altering the total amount, modified the agreement initially approved, reducing the costs of the Project by 25% of the Contracted Execution Budget (PEC).
Now this second amendment addendum is being processed, the main objective of which is to transfer the annuities to subsequent years and extend the validity of the agreement by four additional years, contemplating the beginning of the works in 2023 and its completion in 2025.
La Tejera is a property of patrimonial and singular value of the city of Palencia, whose current situation requires these works.
Through this action, the intention is to allocate the old factory to cultural uses and provision of public services, in line with the commitment of the Government of Spain to the rehabilitation of the architectural, historical and cultural heritage in the province of Palencia.
