30 June 2023.- The Official State Gazette (BOE) today publishes the ministerial order establishing the regulatory bases for the calls for selection of job training projects promoted by local authorities, which will be financed by the European Social Fund Plus (ESF+), within the framework of the Employment, Education, Training and Social Economy Programme (EFESO Programme), from 2021-2027.
This aid will be used to finance projects with itineraries or job placement programs. The itineraries may consist of different phases - reception, diagnosis, orientation, pre-work training, work intermediation, accompaniment and monitoring - and will be adapted to the profile of the participant. The aid may also be used to finance activation days and information on employment.
The General Directorate of Regional and Local Cooperation of the Ministry of Territorial Policy will select the projects to be financed by the ESF+, through a competitive competition procedure based on valuation criteria, aimed at achieving in each of the categories of region, the best possible contribution to the objectives set in the program.
The budget allocated amounts to 300 million euros. In order to be able to absorb this budget, the beneficiary entities will have to incur expenses amounting to approximately 430 million euros.
The following entities may participate in the calls and be beneficiaries of the grants:
- The municipalities of municipalities with a population of more than 20,000 inhabitants.
- The provincial councils, the provincial councils, the island councils and consells or, where appropriate, the uniprovincial autonomous communities, in the exercise of the powers corresponding to the provincial councils.
- The autonomous bodies and dependents of some of the entities indicated in paragraphs a) and b) above, if they have assigned sufficient functions and competences to be able to develop the project objective.
ESF+ support for projects shall be governed by the EU rules specified in the call for proposals and by national provisions for the development or transposition of projects.
The call establishes the cofinancing rates taking into account the different categories of region, or on a multi-regional basis.
