May 5, 2023.- The Ministry of Transport, Mobility and Urban Agenda (Mitma) has signed several agreements with the Autonomous Community of Castilla y León to finance with just over 2 million euros the acquisition of 35 homes for social rent by the latter under the State Plan of access to housing (PEV) 2022-2025. The total budget for this action, including the contribution of the regional, local and other administrations, amounts to 4.3 million euros.
The agreements, signed between the end of 2022 and the beginning of 2023, include rehabilitation actions in 32 of the 35 homes with which the public housing stock will be promoted in social rent or affordable price in several provinces of the Autonomous Community, such as Burgos, Palencia, Soria or Salamanca.
This signature is in addition to other agreements signed with Aragon, the Balearic Islands, the Canary Islands, Galicia, Madrid, La Rioja and the Valencian Community, through which Mitma will finance with 45.5 million euros from the Plan 2022-2025 the acquisition of 568 homes for social rent and will undertake rehabilitation actions in 283 of them. The budget, including contributions from regional and local governments, as well as other administrations and promoters, reaches 76.3 million euros.
All the agreements are framed in the State Plan for Access to Housing 2022-2025, which co-finances, among other measures, the increase of the public housing stock by granting aid to the autonomous communities, as well as their related or dependent entities, of up to 60% of the cost for the acquisition of housing that goes directly to thicken the public park in affordable or social rent.
The State Housing Plan 2022-2025 continues the plan executed between 2018 and 2021 and is part of the Affordable Rental Housing Plan (PVAA) launched by the Government to promote the provision of affordable housing to citizens through different initiatives.
State Housing Plan
The State Housing Plan has several programs that articulate the granting of rental subsidies; the financing of actions to eradicate undernourishment and shackling, to improve the accessibility of housing and to promote urban and rural regeneration and renovation of degraded areas:
- Housing rental assistance program, including special measures for especially vulnerable people, people in situations of over-coming vulnerability or young people.
- Programme to increase the public housing stock.
- Housing development programme for elderly people or people with disabilities.
- Program to promote temporary housing, cohousing models of intergenerational housing.
- Program to make available homes of public bodies for rent as social housing.
- Program to promote the provision of free housing for rent as affordable or social housing to the autonomous communities and municipalities.
- Program to improve accessibility in and to housing.
- Programme to help eradicate degraded areas, shanty towns and under-fishing.
- Rental Protection Insurance Payment Assistance Program.
To activate the different housing aid programs during the four years of the 2022-2025 Plan, Mitma has already signed agreements with all the autonomous communities and cities, except for the Basque Country and Navarre due to its foral regime. These 17 agreements have a contribution from the Ministry of more than 1.420 billion euros.
The autonomous communities, which have competence in housing matters, are responsible for drawing up the calls for public aid established within the framework of this State Plan.
The recipients of the grants can be, according to the type of program, both legal persons (public administrations, public agencies, public and private rights entities, companies, foundations, among others) and natural persons (owners, tenants, particularly vulnerable or evicted persons, homeless persons and others).
