Palencia, April 26, 2023.- The City of Guardo has welcomed this morning the signing of the Operational Procedure of Coordination and Collaboration between the Civil Guard of Palencia and the town council to ensure compliance with the judicial measures of protection to the victims of Gender Violence.
The protocol, promoted by the Subdelegation of the Government, has been initialled within the framework of the Local Security Board by the mayor of the municipality, Juan Jesús Blanco, and the lieutenant colonel head of the Palencia Command, Rafael Campos, with the presence of the Subdelegate of the Government in the province, Ángel D. Miguel.
In the province of Palencia, and promoted by the Subdelegation, the Gender Violence Unit, and the municipalities themselves, four protocols have already been closed in the municipalities of Aguilar de Campoo, Villamuriel de Cerrato, Guardo and the Palentine capital.
The purpose of the agreement is to establish the necessary coordination, operational criteria and communication channels between the Civil Guard and the Local Police Force of the City of Guardo to ensure the execution and monitoring of the judicial measures agreed for the protection of victims of gender violence domiciled in the municipality of Guardo.
The protocol stipulates the criteria for coordination between the Guardo Local Police and the local Civil Guard Post and determines the guidelines to be followed in actions arising from cases of Gender Violence. At the same time, the criteria for communication and coordination with other institutions and bodies involved are established, considering the possibility of reviewing their content and timely adaptation when circumstances and the evolution of the situation in this field or the needs for regulatory adaptation so advise.
The fundamental premises of the actions will be the guarantee of protection for the victim of gender violence and the coordinated exercise of the competences of each police force acting in each case. In the scenario described, the investigation of the incident and the investigation of the incident will be the responsibility of the Civil Guard, with the Local Police acting in the prevention proceedings and any actions that tend to prevent the commission of criminal acts within the framework of collaboration established in the Security Board, while ensuring the protection of the victims and the minors in their charge, giving immediate transfer of the action to the Civil Guard.
The validity of this protocol will be four years. Before the end of this term, the Subdelegation of the Government and the City of Guardo may agree, expressly and in writing, to extend it for another four additional years.
According to the latest data provided by the Ministry of the Interior, there are currently a total of 306 active cases in the province of Palencia in which police measures are necessary. In the municipality of Guardo this figure is a total of 13, according to the Vio Gen System.
The search for collaboration between institutions at the various administrative levels against violence against women is part of the commitment of the Government of Spain to fight this social scourge and the protection of victims, within the framework of the State Pact on Gender Violence and Organic Law 1/2004.
