Toledo.- The Government Delegation in Castilla-La Mancha and Full Inclusion Castilla-La Mancha have formalized on Tuesday a collaboration agreement for the promotion of cognitive accessibility, training and care for people with intellectual or developmental disabilities.
The document has been signed by the Government Delegate in the community, José Pablo Sabrido, and the managing director of Full Inclusion Castilla-La Mancha, Daniel Collado.
The initiative starts from the need to advance the training and sensitization of the State Security Forces and Bodies and the personnel of the General State Administration in Castilla-La Mancha, as well as the improvement of the cognitive and communicative accessibility of their dependencies, procedures and materials.
It also starts from the premise of a special need for care and adequate accompaniment to people with intellectual or developmental disabilities who are victims, witnesses or those who participate in administrative or judicial proceedings, as stated in Law 4/2015 of 27 April, on the Statute of the Victim of Crime.
Coordination to guarantee rights
The government delegate thanked all the organizations that are dedicated to fighting for the inclusion of people with disabilities, stressing that “they do a fundamental job”. In this sense, he has stressed that, if it were not for associationism, progress towards the achievement of real equality would go at a different pace.
Sabrido also wanted to highlight that this agreement highlights the government’s commitment to the inclusion of people with disabilities and that, therefore, “nobody can be left behind in the exercise of rights, we are all equal and we are all moving forward together”.
Finally, the government delegate has praised the work of integrating people with disabilities, who fulfil their duties and whose rights must be guaranteed after working together among all administrations and associations.
On the part of Full Inclusion Castilla-La Mancha, Daniel Collado has valued this agreement as a fundamental "step forward" in coordination within Castilla-La Mancha, thanking the commitment of the Delegation and the staff of the Police and Civil Guard.
"It is a very decisive step for an important part of society to see their rights guaranteed when they have been violated or when the person has been able to be responsible for an alleged fault or crime," Collado explained.
Therefore, the protocol establishes a framework for coordinated action to develop measures aimed at ensuring cognitive accessibility in deaths, procedures and documents for public and administrative use; training and sensitization of personnel of the General Administration of the State and of the State Security Forces and Bodies in the region; adequate attention to persons with intellectual or developmental disabilities and institutional coordination to promote inclusive citizen security.

Monitoring and Evaluation
To ensure that these objectives are met in Castilla-La Mancha, a joint Monitoring Commission will be set up to meet at least once a year to plan and evaluate the actions arising from the protocol. This agreement is based on the current legal framework, including the Statute of the Crime Victim and the Spanish Disability Strategy 2022-2030.
